Job Description

Under the direction of the assigned supervisor, the Senior Account Clerk performs advanced clerical and technical governmental accounting duties in support of Treasury and Revenue operations. Responsibilities include revenue management, accounts receivable, reconciliations, journal entries, financial recordkeeping, report generation, data organization, and departmental support while ensuring accurate maintenance of financial records and related accounting activities. Essential duties and responsibilities may include, but are not limited to the following: Generate scheduled and ad hoc financial system reports to support bond and investment tracking performed by the Finance Analyst - Treasury. Organize, verify, and maintain documentation related to Treasury transactions. Assist in preparing routine journal entries related to Treasury activities, including revenue-related entries and adjustments. Maintain and update spreadsheets and logs used for investment, revenue, and account monitoring. Provide clerical support during audits and financial reviews. Perform account reconciliations and identify and resolve discrepancies in financial records. Verify and process Transient Occupancy Tax (TOT) exemptions and payments. Prepare, maintain, and verify accounting records, logs, files, financial reports, and transactions for accuracy and completeness. Provide customer service related to revenue and accounts receivable inquiries. Safely operate City vehicles in the performance of assigned duties, as required. Perform other duties of a similar nature and level as assigned.
Education and Experience:
High school diploma or GED supplemented by college-level coursework in Finance, Accounting, or a related field and three (3) years of increasingly responsible financial or accounting clerical experience, including municipal budgeting, financial recordkeeping, public contact, use of a 10-key calculator and other business machines, and operation of computerized financial systems. Additional qualifying experience may substitute for the required college coursework. License(s)/
Certifications:
Must possess a valid California Class "C" driver's license upon hire and maintain it throughout employment with the City of Victorville.
Knowledge of:
Principles, procedures, and practices of accounting, financial recordkeeping, filing, research techniques, and related methods. Advanced methods and techniques of coding, verifying, balancing, and reconciling accounting records. Operations, services, and activities of clerical and technical financial accounting systems and software programs. Accounts receivable principles and processes. Applicable City policies, State, and Federal laws and regulations. Modern office methods, practices, procedures, and equipment, including software and database applications. English usage, including spelling, grammar, punctuation, and basic mathematical principles.
Skill and Ability to:
Provide efficient and professional customer service. Communicate clearly and effectively, both verbally and in writing. Organize and prioritize work with accuracy and attention to detail. Follow oral and written instructions thoroughly and accurately. Enter, record, and process data quickly and accurately. Read, interpret, apply, and explain City policies, procedures, and applicable laws and regulations. Identify discrepancies and reconcile financial records. Work effectively under frequent interruptions and changing priorities. Proofread for accuracy in spelling, grammar, punctuation, and numerical data. Establish and maintain effective working relationships with City staff, other government agencies, community groups, and the public. Define problems, identify relevant facts, and draw sound conclusions. Maintain confidentiality of financial and sensitive information. Exercise diplomacy, fairness, firmness, and sound judgment in resolving situations. Apply safe work practices. (Must be performed with or without reasonable accommodations) This position primarily works in an indoor office environment in close proximity to other employees and requires on-site presence to perform job duties. Incumbents are exposed to typical conditions found in a business office setting. Physical demands are moderate and include lifting storage boxes and data binders, as well as extended periods of data entry at a computer. Work requires a range of physical activities including balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and performing repetitive motions with or without reasonable accommodation. This classification is considered medium work, requiring exertion of up to 50 pounds occasionally, up to 25 pounds frequently, and up to 10 pounds constantly to move objects, exceeding the requirements of light work. Incumbents must be able to see and hear within the normal range (with or without correction) and communicate clearly and effectively in both verbal and written form. The position requires stamina to work extended hours and overtime when assigned and the ability to work an irregular schedule, which may include weekends, holidays, evenings, and varying shifts.
