Full Job Description Department University Housing Responsibilities Customer Service/Partnerships:
Designated Departmental resource for staff inquiries and guidance for assistance with procurement activities. Responsible for interpreting State and University procurement-related policies, guidelines, processes, and updating appropriate staff with guidance on new changes as they occur. Serves as the billing liaison between FSU Housing and FSU's Auxiliary AR department for Housing's Summer Conferences and other non-student revenue activities. Assists Housing Summer Conference staff in identifying the required data to upload into the FSU Auxiliary AR billing system. Also, inputs and uploads new customer data, invoice data, and completes invoice pre-checks for errors before invoices are finalized in the Main FSU Auxiliary AR billing system. Tracks payments and provide Auxiliary AR reports to Conference staff, as needed. Recording Transactions:
Responsible for recording all cash transactions in accordance with accepted accounting principles (GAAP) for a budget in excess of $62M. This includes recording of daily payments, transfers, payroll transactions, journal entries, and other transactions into the Department's operating, holding, and reserve accounts, and Childcare accounts. Verifies and obtains supporting documentation for transactions. Also, records quarterly accrual accounting entries for various accounts. Purchasing/Processing Duties:
Serves as P-card Proxy for multiple Housing Staff, provides guidance on allowable purchases, timely weekly P-Card entry, and monthly P-Card reconciliations. Processes requisitions, purchase orders, receiving reports, and vendor invoices. Works with vendors, Housing staff, and the University Controller's Office in order to comply with the Prompt Payment of State Invoices provision as outlined in Chapter 215.422 3B of the Florida Statutes. Training & Supervision:
Responsible for the supervision and training of the (Expense) Accounting Associate. Ensures timely and accurate completion of the following reports: Foundation reports, Vending reports, Childcare reports, Weekly Pcard entry, and monthly p-card reconciliations, provides oversight to the (Expense) Accounting Associate in the processing of requisitions, purchasing orders, receiving reports, and vendor invoices. Works with the Business Manager and the Program Director to plan, write, and present RSE head staff training. Ensure the training covers relevant topics and is updated appropriately as changes in processes occur. Help identify gaps in RSE staff knowledge and ensure communication and training are provided to RSE staff as needed. Reporting:
Responsible for ensuring timely and accurate completion and review of various reports to various internal stakeholders, including: Housing Subsidiary Ledgers:
Maintains subsidiary detail for multiple general ledger accounts, including utilities, ITS charges, investment earnings, and payroll charges. Reconciliations:
Performs daily cash deposits and the monthly reconciliations of the Department's cash journals to the OMNI cash accounts. Performs monthly accounts receivable reconciliation detail for the "other accounts receivable" accounts. Year-end:
Assists with year-end closing out procedures, including closing entries, and setting up the Department's accounting records for the next fiscal year. Monitor:
Monitors budgets for inappropriate charges; identifies, researches, and corrects errors in transfers, IDRs, and other transactions, as identified. Reviews trends of financial data and activity to identify unusual activity and reports discrepancies to Business Manager, and if absent, to the Program Director of Budget & Finance. Monitors the Department's internal POs to ensure activity is within budget constraints. Acts as a backup p-card proxy for Housing P-Card holders. Qualifications Bachelor's degree and two years of experience; or a high school diploma/equivalent and six years of relevant experience. (Note:
a combination of post high school education and experience equal to six years.) Preferred Qualifications Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP). Knowledge of accounting systems and practices. Experience with Microsoft Office products (Word, Excel, and Outlook). Ability to communicate effectively verbally and in writing. Ability to document existing and new processes. Ability to establish and maintain effective working relationships. Ability to evaluate process effectiveness and develop change or alternatives. Ability to perform accurately in a detail-oriented environment.
