Job Description

The primary purpose of the position is to ensure the integrity and efficiency of major VA financial systems in a constantly changing and growing environment. The incumbent maintains detailed records of budgetary transactions (i.e. allotments, obligations, expenditures, reimbursements, and transfers of funds) in the assigned accounts.
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2026.
Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-07:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in effective oral and written communication to provide advice and guidance to customers, such as providing instructions in a clear manner, preparing reporting documents, and representing the organization in interactions with other VA elements, Knowledge of program analysis techniques to research and evaluate proposed applications or programs, Requires knowledge of the Federal, VA, location station financial standards and policies. GS-09:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Practical knowledge of established agency procedures and regulations covering the processing of a wide range of budgetary transactions under appropriated fund and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports (i.e. work orders, vouchers, and accounting records). Knowledge is also applied to resolve problems in balancing accounts, transfer funds between accounts, adjust discrepancies, develop control records, verify the accuracy of budgetary data, adjust dollar amounts of accounts by line item and object class, prepare reports on status of funds, and assist organizations in developing budget requirements and preparing budget estimates, Knowledge of funding limitations and policies to notify others of possible violations of procedural and regulatory requirements. Knowledge of budgetary procedures is used to compile, consolidate, organize, and summarize information about the organization's budget in annual budget estimates and a variety of recurring and onetime reports. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note :
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The work is sedentary. Most tasks are performance while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences. The work is performed in a typical office/call center environment, and area of moderate noise, one that is well lighted and air-conditioned. The position involves permanent tours of duty involving day and evening tours of duty.
