OCONUS Responsibilities:
This role serves as a lead financial management resource supporting OSIP leadership across the full Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. You will be responsible for budget formulation, execution tracking, reconciliation, and advisory support, ensuring accurate financial management across complex DoD and Intelligence Community programs. This is a mission-critical role requiring precision, accountability, and the ability to operate in a fast-paced, high-stakes environment. Managing and executing multi-million-dollar defense budgets across the PPBE lifecycle Tracking commitments, obligations, and expenditures with precision Supporting senior leadership and Congressional-level financial reporting Reconciling financial data across WHS, DFAS, and internal systems Leading financial execution activities and identifying discrepancies Driving closure of Unliquidated Obligations (ULOs) Supporting Dormant Account Reviews and execution reviews Executing financial transactions in DAI (MIPRs, IAs, PRs) Advising leadership on resource allocation and execution strategy Required Qualifications Clearance Active Top-Secret clearance (SCI eligibility required) SAP eligibility preferred Education Bachelor's degree in: Finance Accounting Business Administration Economics Public Administration Or related field Experience 10+ years of DoD or Intelligence Community financial management experience Deep expertise across the PPBE lifecycle Hands-on experience with: MIPRs, IAs, PRs DAI or equivalent financial systems Proven experience: Reconciling

financial data Resolving Unliquidated Obligations Experience preparing: Executive-level financial briefings Congressional budget materials
Skills & Competencies Advanced Excel:
Pivot tables Financial modeling Complex formulas Strong PowerPoint skills for executive briefings Deep understanding of: DoD appropriations ("color of money") Financial execution benchmarks Strong communication skills Ability to meet deadlines in high-tempo environments Preferred Qualifications CDFM or CGFM certification Experience within: OSD / Joint Staff / Defense Agencies Familiarity with: OUSW(I&S) or MIP/NIP structures Experience with: Dormant Account Reviews Tri-annual reviews
Knowledge of:
DAI, CEFMS, STARS, or similar systems Core Responsibilities Budget Formulation & Planning Develop cost estimates, spend plans, forecasts, and budget exhibits Track fund availability and execution status Prepare materials for: Senior DoD leadership OUSD(C) reviews Congressional briefings Interpret financial policies and translate into execution strategies Execution, Reconciliation & Financial Oversight Maintain commitment and obligation tracking Reconcile financial data with WHS and DFAS reports Identify and resolve discrepancies
