This role supports complex federal programs, including PEPFAR cooperative agreements, by ensuring accurate financial monitoring, compliant budget execution, robust data tracking, and timely administrative support throughout the pre‑award and post‑award lifecycle. Key Responsibilities Financial Monitoring and Reconciliation Monitor, review, and reconcile financial commitments and obligations to ensure accuracy and compliance with applicable laws, regulations, and agency policies. Track reimbursable orders and verify that expenditures are properly obligated and expended. Identify discrepancies or potential financial issues and elevate findings to program leadership. Budget Support and Issue Identification Identify potential budgetary and programmatic issues and recommend corrective actions. Assist in developing and improving financial and administrative processes, policies, and procedures. Support managers and Headquarters/country program staff with budget planning and execution, cooperative agreement financial oversight, and development of budget estimates and justifications. Compile historical financial data and supporting documentation, and monitor funding amounts, timing, and changes in coordination with program managers. Recommend fund reprogramming actions as needed to support mission priorities. Annual Work Plan Development Collaborate with program managers and specialists to develop and update annual work plans. Prepare schedules to support approved budget execution plans and monitor alignment between work plans and available funding. Recommend work plan and budget adjustments in response to funding changes, program modifications, and unanticipated operational requirements. Data Entry and Systems Support Enter and maintain accurate data in multiple Government systems that support program management and extramural activities. Ensure data integrity, consistency, and timeliness across all systems. Database and Tracking Maintenance Maintain complex databases, registers, and tracking tools used for financial, programmatic, and extramural activities. Update tracking systems to reflect real‑time status of actions, budgets, awards, and audits, and support continuous improvement of tracking and reporting mechanisms. Reporting and Analysis Compile data for recurring and ad hoc management reports. Analyze program activities, financial status, and management issues, and prepare analytical reports, summaries, dashboards, and briefings for leadership and stakeholders. Support data‑driven decision‑making through accurate and timely analysis. Audit and Extramural Support Support country offices in responding to audit requests, coordinate with the Grants Office, and monitor the status and resolution of audit findings. Provide administrative and analytical support for new awards, including forecasting and planning, drafting and publishing NOFOs, coordinating objective review panels, and tracking award actions with the Grants Office (supporting approximately 30 NOFOs per year). Provide QA/QC support for post‑award activities and track a wide range of post‑award actions (administrative actions, budget revisions, restriction releases, carryover requests, continuation and supplemental awards), supporting approximately 250 post‑award actions per year. Qualifications Experience in financial or budget analysis, grants or cooperative agreement support, or program management in a federal or similar environment. Strong analytical and quantitative skills with excellent attention to detail. Proficiency with database, spreadsheet, and reporting tools; comfort working across multiple Government systems. Strong written and verbal communication skills, with the ability to prepare clear reports and briefings for leadership. Demonstrated ability to collaborate effectively with Headquarters, country offices, and Grants Office staff
