Job Description

Supporting clean water through smart, responsible budgeting The Honolulu Board of Water Supply (BWS) , Executive Support Office, is seeking a detail-oriented Budget Analyst IV to lead the development and coordination of the department's annual operating and capital budgets. This position plays a key role in supporting BWS initiatives by monitoring spending, evaluating program requests, and ensuring responsible use of public funds.

EDUCATION REQUIREMENT
: Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in Political Science, Public or Business Administration, Economics or a related field.
Substitution :
Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree. Four years of general work experience (does not need to be professional level experience) in b udget/fiscal/business management may substitute for a general bachelor's degree. Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT
: Two (2) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives. Such experience must have demonstrated knowledge of the principles, methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.
Substitution :
A Master's degree in Business Administration or Public Administration from an accredited four-year college/university will substitute for six (6) months of the required two years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives. Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
