The Prince George's County Government's Health Department is seeking qualified applicants to fill a Budget Management Analyst 3A position, grade A24 , within its Office of Administration . About the
Position:
This is senior level professional and administrative staff work in all phases of budgetary development and administration or management analyses projects. Incumbents are responsible for performing complex budgetary functions/management analyses projects and may lead a team and/or provide technical guidance and training to subordinate Budget Management Analysts or Budget Aides. Personal contacts for employees in this class are primarily with other employees and supervisors in the Office of Management and Budget, and Budget Management Liaisons within assigned Departments/Agencies. The purpose of these contacts is to advise, persuade, often negotiate, and otherwise present analyses and recommendations about issues which have significant impact on operating and capital budget formulation and decision making, and other issues which have either political, legal, fiscal, social, environmental, tax rate and/or service delivery implications. While this class of work occasionally requires employees to meet or speak before the general public and citizen groups, it does not require incumbents to provide direct public service or assistance on a one-to-one basis. About the Agency The Prince George's County Health Department's (PGCHD) vision is that all Prince Georgians are their healthiest at every age and every stage. Their mission is to lead, engage, and empower our community to work collaboratively towards disease prevention, health equity, and total well-being. The PGCHD works to protect and support the public's health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities. Analyze, evaluates and consolidates budgetary and financial data received from Budget Management Analysts 3A (Administrators)within the Prince George's County Health Department to prepare respective budgets for submission to Maryland Department of Health (MDH), the County Council, and other granting agencies. In this capacity, the incumbent has a wide variety of responsibilities for the programming, budgeting and accounting for resources required by the Health Department. Advise, influence, negotiate and present budgetary analysis and forecasts and make recommendations about issues that have an impact to the operating and capital budget for both the General Fund and Grant Funds. Also, present recommendations for decision making that have either political, legal, fiscal, social or environmental, tax rate and/or service delivery implications. Prepare all financial exhibits and schedules, utilizing pertinent financial reports, accounting systems, and other available resources. Prepare required monthly, quarterly, mid-year, and/or final reports for submission to the appropriate funding agency. Utilize SAP financial management system to prepare current expenditure status report for assigned program(s). Assist the Budget Manager in the administration of a program of budgetary and grants management operations for the Department, in conjunction with the budget and financial reporting guidelines/regulations of the County Government, the Maryland Department of Health and Mental Hygiene, and granting agencies. Minimum Qualifications Bachelor's degree from an accredited College or University in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field. Two (2) years of progressively responsible administrative and budgeting experience. An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered.
