Job Description

Performs advanced coordination, planning, and project work associated with the management of the city's capital planning process. Responsibilities include coordination and development of the annual capital improvement plan, ongoing financial management of existing project budgets, and preparation of reports for leadership and advisory bodies. Work is performed under the general supervision of the Budget and Performance Management Director. Develops, coordinates, and maintains the City's multi-year Capital Improvement Plan Provides ongoing support to departments regarding current and future project funding needs; prepares budget amendments as needed Acts as the primary point of contact for all departmental stakeholders, facilitates effective communication, and addresses questions and concerns Prepares reports and presentations for city departments, city management, and city council Provides annual and ad hoc training on capital planning process Completes special projects as assigned Bachelor's degree with coursework in Public Administration/Affairs (MPA), Finance, or related field and extensive experience in governmental budget development in a local government budget office, or equivalent combination of education and experience. Master's degree preferred. Thorough knowledge of the principles and policies of local government budget preparation and administration. Working knowledge of different forms of government debt financing and experience with developing multi-year debt models Ability to develop and manage operating and/or capital budgets within a local governmental agency Ability to conduct detailed research and prepare reports and findings Ability to communicate effectively, orally and in writing. Ability to establish and maintain effective working relationships with associates Advanced Microsoft Office skills with an ability to master other job- related software such as financial management systems, geographic information systems, Power BI, etc. This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic)
