SENIOR ANALYST:
BUDGET JOB DESCRIPTION
Conducts research and analysis in support of long-term budgetary planning; seeks ways to improve resource allocation through the evaluation of district programs and processes.
ESSENTIAL FUNCTIONS
Works with district staff to evaluate programs, processes and resource allocation. Formulates, defines and seeks ways to improve processes and the effective use of resources through the use of cost benefit, return on investment and other methods of analysis to determine program effectiveness. Gathers and analyzes data on organizational operations and spending. Tracks, monitors and analyzes data to ensure proper allocation use. Analyzes the fiscal impact of proposed policy/procedure changes, regulatory changes, and legislative proposals. Conducts budget and trend analysis to support strategic planning and fiscal sustainability. Analyzes department budgets and recommends changes or approval of those budgets. Assists with the development, maintenance and analysis of district funds as assigned. Represents the Finance Department and/or the Budget Department at various committee meetings. Performs other duties as assigned.
PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE
Master's degree in Finance, Business, Economics or related field. Knowledge of budgeting and/or accounting principles and procedures. Knowledge of New Mexico public education and public finance statutes and regulations. Experience with the development and utilization of database queries and reports. Ability to manage changing priorities as well as utilize technology to produce a variety of time sensitive documents. Experience in serving as a committee/task force chair or team leader.
REQUIREMENTS
Bachelor's degree in Finance, Business, Economics or related field and six years of experience in fiscal analysis, budget analysis, budget management or related finance field, OR Associates Degree with 8 years' experience in fiscal analysis, budget analysis, budget management or related finance field, OR High School Diploma with 13 years' experience in fiscal analysis, budget analysis, budget management or related finance field. Ability to conduct research and analysis, and develop and implement strategies for decision-making. Ability to provide recommendations and technical assistance in the preparation of budgets, and find the most efficient and effective distribution of funds among departments and programs. Ability to prepare comprehensive reports and effectively communicate ideas both verbal and written. Ability to make presentations and simplify technical financial materials. Ability to meet deadlines and work on multiple projects. Ability to work independently and in a team environment. Advanced MS Excel skills.
