The New Mexico Department of Finance and Administration, Infrastructure Planning and Policy Division is committed to supporting state agencies and local governing bodies with planning, development, implementation and completion of infrastructure projects across New Mexico. The Capital Planning and Policy Bureau will assist state agencies and local governing bodies with planning their capital projects. They will assist in the development of the ICIP, the review of the ICIP, as well as direct them to other resources (Federal Grants Bureau and Capital Navigation and Funding Bureau) for fully funding their capital outlay requests. Why does the job exist? This position works to implement and administer the local ICIP for counties, municipalities, tribal governments, special districts and senior center facilities for the Department of Finance and Administration (DFA) across the state of New Mexico. Key responsibilities are to manage, implement and administer the local ICIP, schedule, and implement training opportunities to all local governments to understand the process of seeking funding for local infrastructure projects and provide excellent customer service and technical assistance to all local government bodies. How does it get done?
ICIP Development and Review:
Develop and review the Infrastructure Capital Improvements Plan (ICIP) in collaboration with local governing bodies, ensuring alignment with strategic priorities and funding availability. Capital Projects System (CAPS): resolve and respond to phone calls and emails to assist and support customers to ensure that customers have access to the system to complete ICIPs, funding questionnaires, and reporting for capital outlay appropriations as well as provide technical assistance and expertise to help entities position their projects to be successful upon the receipt of funding.
Stakeholder Training:
Build and maintain strong relationships with state agencies, local governing bodies, and other stakeholders, serving as a trusted advisor and resource for infrastructure capital improvement planning and policy matters. Conduct regular and recurring trainings to a variety of constituents throughout the year to account for turnover at the local/state agency level, as well as to familiarize customers with enhancements made to the CAPS system.
Funding Assistance:
Direct stakeholders to resources such as the Federal Grants Bureau and the Capital Navigation and Funding Assistance Bureau for assistance in fully funding capital outlay projects, ensuring that all available funding sources are leveraged. Collaborate with other bureaus within the Division of Capital Planning and Policy Management, including the Capital Navigation and Funding Assistance Bureau and the Federal Grants Bureau, to provide comprehensive support to stakeholders and ensure effective project planning and funding. The job is done for municipalities, counties, mutual domestic water associations, Pueblos, Nations, Tribes, Acequias, senior centers, K-12 schools, higher education institutions, state agencies, and the Office of the Governor. Minimum Qualification Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Pre-employment criminal background check is required, and employment is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
