Requires four year degree from an accredited college or university in Finance, Accounting, Public Administration, or related field. Master's degree preferred. Five years of progressively responsible related experience is required in order to obtain experience in solving complex work issues and problems.Licenses and Certifications:
Certified Public Finance Officer preferred.Knowledge:
Knowledge of and skill in applying management and organizational methods, theories and concepts including budgeting. Knowledge of laws and regulations governing budgeting processes, receipt, custody and expenditures of City monies. Principles and practices of budget administration, preferably in a municipal environment. Principles and practices of public administration. Administrative principles and practices, including goal setting and program budget development and implementation. Methods and techniques of research, statistical analysis, forecasting and trends, and report presentation.Skills:
Preparing clear and concise reports, correspondence, and other written materials. Organizing work, setting priorities, meeting critical deadlines, and following up assignments with minimum direction. Researching, compiling, and summarizing a variety of informational and statistical data and materials using electronic spreadsheets and other tools. Analytical abilities to integrate and interpret data from various sources, and to plan, develop and implement responsible strategies. Analytical abilities to interpret data, recognize discrepancies contained in data, and correct or determine the cause of discrepancies. Analyzing budgetary/financial, management/operational, and program performance data. Interpersonal skills necessary to supervise and coordinate activities of professional staff, and effectively interact with various departments, citizens and vendors. Developing long-range fiscal and management plans and evaluating work accomplishments. Willingness to make work related decisions and assume responsibility for all operations of the Budget division. A high degree of mathematical and statistical skill in performing quantitative analysis.DUTIES AND RESPONSIBILITIES
Essential Functions:
Plans, coordinates and monitors the entire budget preparation process; assists and trains departments in preparing budgets; reviews budget proposals; analyzes financial need and impact; provides recommendations and budget alternatives; makes public budget presentations. Prepares proposed city-wide budget; consolidates departmental requests; prepares graphs, charts, and revenue projections; assembles budget objectives and distributes same to appropriate city employees. Monitors the city wide budget; reviews budget expenditures on a regular basis in order to determine compliance and to identify problems; monitors various fund accounts by reviewing computer records and reports. Oversees, approves and posts transfers of departmental line item budget allocation. Provides training and assistance to City staff on all budget matters, including transfers, utilization, reporting, variances, and capital expenditures. Training includes periodic staff presentations and creating reference manuals. Compiles and analyzes information to perform management analysis; provides report of findings and recommendations to City staff, Management, Council, and the public. Researches and analyzes the financial condition of the City. Researches cost effectiveness of new programs; researches and analyzes effect on the City of new state and federal mandated programs; performs life cycle costing analysis on various capital improvements. Prepares and presents Budget Instruction Manual. Has regular contact with the City Manager, department/division heads, other city employees, etc. to define, explain, and interpret budgetary and management policies and procedures, and serves as staff to citizen committees and makes public presentations to obtain and disseminate information. Effective communication skills are necessary to obtain cooperation and acceptance of program changes and to achieve desired results. New approaches and recommendations are made by the Budget Manager on organizational/management problems/ improvements which may have City-wide policy implications. Supervision received is nominal. Monitors certain federal grant revenues and expenditures for compliance and submits periodic compliance reports as required. Researches, analyzes and evaluates such diverse data as attrition rates, cost modeling for union negotiation proposals, water revenue levels, methodology and charges for cost allocations and internal services, sales tax projections, etc. Develops, tabulates and prepares various reports. Approves all budget transfers and capital purchase requisitions. Serves as staff to senior-level management and citizen committees. Performs other related work as required.Mental and Physical Abilities:
Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time. Ability to maintain regular, predictable and punctual attendance.WORKING CONDITIONS
Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, etc.Additional Information:
