Position:
Incumbent serves as Budget Analyst with the responsibility for the formulation, execution and presentation of the EM/Readiness Northwestern Division (NWD) budgets ( Flood Control and Coastal Emergency program (FCCE), National Emergency Preparedness Program (NEPP) within Operation and Maintenance, the Field Force Engineering Program (FFE, Army Appropriation). Responsibilities Monitors monthly reports of obligations and expenditures to ensure that funds are properly allocated and are being obligated and spent in a timely and effective manner. Oversees the Division Budget in the review of information for the adequacy and the formulation of consolidated Division civil works activity budget submissions under the General Expense Appropriation, the Military Command operating Budget, etc. Drafts current and long-range forecasts of Division reimbursable services provided to Districts. Develops six-year forecasts to enable District budget submissions to reflect projected reimbursable costs for Division support facilities. Reviews and analyzes accounting reports to determine status of funds, expenditures rates, trends, etc. Identifies possible problem areas and recommends adjustments such as reprogramming.

Specialized Experience:
One year of specialized experience which includes 1) Reviewing, analyzing, and interpreting cost data to forecast funding; 2) Monitoring actual rates of obligation and expenditure funding; and 3) Analyzing, interpreting, and applying agency policy and regulatory decisions to develop Division operating plans, policies, and guidance and make necessary budget adjustments.
