Job Description
Actalent is currently seeking a qualified Budget Analyst for a position in Portland, OR. This Budget Analyst position is in the Budget Operations (FAB) organization within Financial Planning & Analysis (FA) of Finance (F) organization at Bonneville Power Administration (BPA). This position will provide budget support, tracking, and cost analyses withing Finance and for other organizations at BPA. The position will also provide budget support (e.g., transfers, accrual reports) under the guidance of the Budget Operations manager. This position will support the FA Managers and Budget Liaisons in executing and administering program actions, directly impacting the realization of the program goals. This position may also coordinate or complete special projects of similar scope and size to support process improvement initiatives. Responsibilities Serve as the primary point of contact for tracking and reporting program budgets, forecasts, and expenditures. Maintain reporting of program budgets, expenditures, transfers, carryovers, and balances. Ensure Quality Assurance and Quality Control (QA/QC) of work products conform to agency and Finance program policy. Resolve discrepancies/errors with external partners; escalate issues to Budget Liaison or Manager as needed. Document administrative activities in accordance with appropriate regulations and input into relevant systems. Take corrective action for budget or transfer errors and escalate discrepancies to the manager. Provide periodic updates, reports, and analyses required for budget management. Participate in team meetings and provide data, analysis, and reporting on budget topics. Support Budget Liaisons in understanding reports and systems within Finance. Communicate and support stakeholders and colleagues. Provide updates on budget forecasts and accrual estimates during departmental budget meetings. Guide team members and customers in utilizing forms, database fields, policies, and procedures. Assist with special projects and initiatives, including cost analysis and process improvements. Draft departmental budget management processes and documentation. Match appropriations for programs and assist in budget adjustments. Consult with managers to develop, maintain, and analyze budgets, preparing reports comparing budgeted to actual costs. Verify the accuracy of financial information and gather financial records. Draft financial documents, reports, and budget analyses as requested. Qualifications Associate or Bachelor's degree in Finance, Accounting, Economics, Business Administration, or Business Mathematics or a closely-related technical field is preferred. With an applicable Bachelor's Degree, 6 years of experience is required. With an applicable Associate's Degree, 8 years of experience is required. Without a degree, 10+ years of experience is required. Experience must include providing budget reporting, budget analysis and providing budget preparation assistance in a budget or financial analyst capacity. Advanced skills in Microsoft Outlook, Excel, PowerPoint and Word. Working experience in general data entry and input of data into computer systems or databases. Job Type & Location This is a Contract position based out of Portland, OR. Pay and Benefits The pay range for this position is $48.00 - $53.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
