Please apply here: #10996 Budget Manager Overview The Budget Manager provides essential support to the Budget Director and Assistant Director by performing independent research, special projects, creating documents and performing analysis on behalf of Department Leadership. Initiates, administers, and manages the compilation of the monthly financial reports and quarterly performance reports. Facilitates the Annual Operating Budget process. Serves as the Department HR and Legistar liaison. Supervises two Sr. Budget Program Specialist positions who supervise two Budget Analysts each. Other duties as assigned. Responsibilities Responsible for ensuring budgetary functions are completed timely and accurately for the Operating funds/departments Responsible for monitoring all operating fund/department revenues and expenses on a monthly, quarterly, and annual basis ensuring that they are staying within the adopted/amended budgets Ensures proper and thorough analysis is completed by the team and sufficient information is being relayed to and collected from the departments Facilitates preparation of the annual proposed and adopted budget books; creates budget calendar for Budget Director and Assistant Director review; communicates and coordinates with the operating and capital teams for any necessary coordination between programs Assist with preparing workforce plans. Assist Sr. Budget Program Specialists with creation and delivery of training material related to the budget process. Attends workshops, community input sessions, and public hearings on the budget and tracks feedback Responsible for finalizing budget initiatives and work plans in coordination with the Sr. Budget Program Specialists Work with departments to track statuses and prepare reports on statuses monthly for the Budget Director and Assistant Director Ensure departments accurately document their status and results submitted Responsible for validating information in the City's budget system; creating and maintaining reports to do so Responsible for ensuring the data in OpenGov matches the proposed and adopted budgets Ensure procedure documents for Budget Processes in all systems/programs are created and maintained by the team Create training material and provide training to City staff related to the budget process, services the department provides, and the budget system Serve as the departmental HR liaison, the Legistar liaison, and other assignments as the need arises As the HR liaison, responsible for distributing HR memos for review/approval, communicating information out to the team, coaching staff on proper HR procedures, etc As the Legistar liaison, responsible for reviewing all Legistar items that come through the Budget Office for approval and delegating them to the proper team member for review and approval Ensures timelines are met and works with staff as needed Complete special projects and analysis as assigned by Department leadership Frequently requests for analysis and information come from the Executive Leadership Team and this position will be responsible for providing analysis for Department Leadership to facilitate decision making May be asked to perform other duties as assigned Position Type and Typical Hours of Work Exempt - Full-Time Flexibility to work evenings, weekends, and holidays is a schedule requirement In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services. Qualifications:
Minimum Qualifications Bachelor s Degree (BA/ BS) Seven (7) years of experience Licenses and Certifications Required A valid Texas driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire Preferred Graduate Degree
