Poly Description Markon is seeking a Senior Plans and Budget Officer to support an Intelligence Customer. This role provides strategic, programmatic, and financial resource management support to executive leadership and mission groups. This position will play a critical role in budget formulation, justification, execution, and long-range planning to ensure mission objectives are achieved within available resource constraints. This position requires frequent interaction with senior leadership and executive stakeholders. Responsibilities Provide strategic plans and budget support to mission groups. Support the formulation, justification, and defense of annual and multi-year budget builds. Develop, maintain, and reconcile spend plans against actual and projected expenditures. Recommend and implement resource realignment strategies to address over- or under-utilization. Prepare and submit documentation for budget exercises, over-guidance, unfunded requirements, and reprogramming actions. Assist with drafting and refining congressional language submissions. Perform short- and long-term financial trend analysis to inform leadership decisions. Ensure program execution remains aligned with available funding and strategic goals. Develop and maintain baseline financial practices consistent with Customer and Resource Management guidance. Construct and maintain background documentation supporting resource decisions and continuity. Coordinate and respond to budget-related taskings and collaborate with Resource Management offices. Prepare and deliver briefings, budget reports, and financial presentations to executive leadership. Research and resolve resource and financial issues for staff and stakeholders. Support and attend resource and program review meetings. Qualifications Active TS/SCI with Polygraph. Bachelor's degree in Finance, Business, Accounting, Economics, or a related discipline. At least 15 years of experience in a budget, finance, or resource management role. Demonstrated professional competence as a Plans and Budget Officer supporting complex programs. Strong understanding of budget formulation, execution, and financial management processes, including execution year and out-year planning. Experience preparing budget exercise submissions, including integration of program goals, costs, and schedules. Ability to analyze financial data, resolve inconsistencies, identify key issues, and recommend solutions. Broad knowledge of relevant statutes, regulations, and financial policies governing resource utilization. Strong organizational and time management skills. Excellent written communication skills, including drafting funding requests and formal responses to taskings. Strong oral communication skills with the ability to brief executive leadership. Proven ability to interact effectively with senior leaders, customers, and program managers in a highly matrixed environment. Salary Range USD $160,000.00 - USD $185,000.00 /Yr. The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary.
