•Applications and supplemental questions will be accepted untilTuesday, April 14, 2026, at 11:59 p.m. Pay $156,602.58•$209,847.66 Annually DOQAbout the OpportunityThe City of Ventura is now accepting applications for the position of Assistant Chief Financial Officer/Treasurer (Promotional Only). This key role is critical to ensuring the City's financial stability, integrity, and long-term sustainability.

Reporting to the Chief Financial Officer, this position provides leadership over core financial operations, including oversight of treasury functions, revenue management, and multiple finance divisions. The Assistant Chief Financial Officer provides high-level professional and financial technical support to the Chief Financial Officer, functions as a key member of the Finance Department's management team, and serves as the City Treasurer.

What You'll DoAs the Assistant Chief Financial Officer/Treasurer, you will play a critical role in guiding the City's financial operations and supporting strategic financial decision-making across the organization.

In this role, you will:

Serve as the City Treasurer and manage the City's investment program, policies, and portfolio. Manage debt, banking, wire transfers, accounts receivable collection, business licensing, revenue collection and recording, and other day-to-day Treasury responsibilities.

Provide leadership and direction over key Finance Department divisions, which may include accounting, budget, treasury, purchasing, payroll, accounts payable/receivable, and related operational areasAdvise leadership on financial trends, policy implications, and strategic decision-makingDevelop and implement financial policies, procedures, and organizational goals aligned with City prioritiesMonitor and evaluate operational effectiveness, identify opportunities for improvement, and implement process improvementsOversee and support financial reporting, including presentations to City Council, committees, and other stakeholdersLead, mentor, and develop professional finance staff, fostering a high-performing and collaborative team environmentParticipate in complex financial, operational, and administrative studies and prepare detailed reports and recommendationsSupport the evaluation and implementation of financial systems and technology to improve efficiency and service deliveryInterpret and assess legislation, regulations, and policies impacting municipal finance operationsRepresent the Finance Department in meetings, committees, and professional organizationsThe Ideal Candidate•Preferred Qualifications The ideal candidate is a strategic finance professional with strong experience in municipal treasury and financial operations, bringing both technical expertise and effective leadership.

The ideal candidate will:

Have extensive experience in public sector finance, including treasury, revenue management, and accounting, with a strong understanding of generally accepted accounting principles for state and local government.

Understand municipal investment practices, debt management, and regulatory requirementsBe a strong analytical thinker who can evaluate complex financial data and provide clear, actionable recommendationsDemonstrate excellent leadership skills with experience supervising and developing professional staffCommunicate effectively with a wide range of audiences, including City staff, executive leadership, City Council, and the publicHave a deep understanding of financial challenges and opportunities, and the ability to proactively identify and implement effective solutionsThrive in a fast-paced environment and manage multiple priorities while meeting critical deadlinesBe committed to continuous improvement, innovation, and delivering high-quality public serviceMinimum Qualifications•RequiredA combination of education, experience, and training equivalent to a bachelor's degree in finance, economics, accounting, business, marketing, public administration, or a closely related field; and five years of increasingly responsible experience in financial management and administration, revenue management/treasury, budgeting, accounting, or auditing, including two years of experience in the direct supervision of professional finance staff. Finance and accounting experience in a local, state, or federal governmental agency is highly desirable .
LICENSE/CERTIFICATESLicense:
Possession of, or ability to obtain, a valid California driver license.
Certificate:
California Municipal Treasurer Certificate or California Treasury Certificate from the California Municipal Treasurers Association is desirable .How to Apply•
