Chief Financial Officer
JOB SUMMARY
The Chief Financial Officer (CFO) reports to the Chief Executive Officer (CEO) and will work closely with the Executive Teams to translate the vision and strategic direction given by the Board of Directors and the CEO by ensuring responsible oversight and management of the financial resources. JOB RESPONSIBILITIES 1.
Develop and implement financial strategies that align with the organization's mission and goals and is responsible for implementing and overseeing effective fiscal operations of the agency. 2. Responsible for financial reporting, budgets, internal controls, fiscal audits, government tax returns and related reports. 3. Plan, develop, organize, implement, and direct the agency's fiscal function and performance, including a comprehensive financial management program and financial management information systems. 4. Ensures compliance with financial reporting and regulatory and legal requirements. 5. Provide timely and accurate analysis of budgets, financial reports, and financial trends to assist the CEO, COOs and others. 6. Oversee the development of corporate budgets and related internal controls. 7. Responsible for cash management including cash budgeting, borrowing, investments, accounts receivable, accounts payable and related forecasting. 8. Ensure accuracy and completeness of financial records, including the general ledger, accounts payable, receivable, and payroll. 9. Ensure compliance with financial and insurance requirements of agency service contracts. 10. Provide leadership to the Finance Department and promote the agency's values and principles of community. 11. Promote a positive, collaborative, and accountable work culture. 12. Recognize existing and potential problems in fiscal operations, workflows, and communication processes and implement solutions. 13. Provide financial advice and education to the Executive Team and other key management staff. 14. Provide informational updates regarding relevant agency fiscal matters as needed at staff meetings, Program Director meetings, etc. 15. Provide direct supervision to the Finance Director and the Executive Support Director. 16. Assist in the development, implementation, and enforcement of agency policies and procedures. 17. Develop and administer agency fiscal policies and keep the agency Fiscal Policy Manual updated and aligned with the most current federal regulations. 18. Ensure the agency maintains adequate insurance coverage that meets contractual requirements. 19. Participate in Request for Proposal (RFP) planning discussions and provide responses as assigned by the CEO or COOs. 20. Develop and maintain positive relationships with local officials, funding agencies and other service providers. 21. Maintain involvement in professional associations and other organizations benefiting the agency. 22. Attend pertinent meetings as directed by the CEO. 23. Aid with agency real estate acquisitions, sales, and improvements. 24. Monitor program expenditures and revenue. 25. Will think and act quickly and efficiently in emergencies. 26. Will drive on Agency business. 27. Physical presence at the corporate office is required. 28. Ensure direct report staff follow the agency's timecard, PTO (Paid Time Off), and California's rest and meal period policies. Will monitor staff timesheets to ensure they are completed accurately. 29. Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage. Any calls not covered by the stipend are to be made on a company landline phone. 30. Comply with all Safety policies and procedures, including but not limited to: workplace safety, reporting work related injuries, Infection Control and preventing potential safety risks for staff, residents and others. 32. Minimum of a four-year college degree in Accounting, Finance, or Business Administration. 2. Master's degree preferred. 3. Seven years of relevant professional experience, including a minimum of three years in a senior leadership role at the CFO or Finance Manager level (preferably in the nonprofit sector). 4. Demonstrated comprehensive knowledge of financial management principles, budgeting, accounting, and forecasting. 5. Experience in managing multiple legal entities and the related intercompany transactions. 6. Experience with leading the coordination and preparation of an annual independent audit and related agency tax returns. 7. Ability to direct corporate financial health, internal controls, and fiscal management. 8. Ability to supervise and coordinate a professional staff 9. Ability to manage and apply Generally Accepted Accounting Principles in compliance with various governmental guidelines such as Uniform Guidance (2 CFR 200). 10. Experience and ability to recognize, recommend, and implement software to improve fiscal efficiency. 11. Intermediate computer skills in Office 365, Teams, Zoom and other communication/meeting platforms. 12. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required. 13. Ability to pass a pre-employment criminal background check. 14. Ability to pass a pre-employment drug screen. 15. Must maintain good relationships with current, future and past employees, co-workers, Board members, vendors, third party administrators, and others with whom the Agency is transacting business, and relate to them in a professional manner.
