Immediate The Decorah Community School District anticipates the need for a School Business Official (SBO). The School Business Official serves as the chief financial officer for the Decorah Community School District. This position is responsible for overseeing all financial and business operations, including budgeting, accounting, payroll, purchasing, benefits, grants, audits, and investments. The School Business Official ensures compliance with state and federal regulations and provides expert financial guidance to the Superintendent and Board of Education. This individual also serves as the Treasurer to the Board.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Financial Management Develop and administer the certified and operational budgets. Manage all district financial records and transactions in compliance with Iowa law. Oversee grant management, including monitoring and reporting on state and federal programs. Supervise financial reporting systems, including monthly and annual reports. Coordinate and prepare documents for annual financial audits and implement audit recommendations. Develop long-range and short-range financial forecasts and strategic plans. Monitor cash flow, investments, and bank relationships to ensure financial health. Ensure district compliance with all bond and debt requirements. Board Support and Governance Assist with preparing Board meeting agendas and materials. Ensure publication of legal notices and election records. Assist with the reviewing of contracts and policies for Board consideration. Communicate the district's financial status to the community and stakeholders. Business Office Operations Supervise Business Office staff and oversee day-to-day operations of financial functions. Direct purchasing and bidding processes in compliance with district policies. Manage the district's insurance programs, including liability and property insurance. Evaluate business office personnel and support staffing decisions. Compliance and Policy Development Ensure all financial procedures and controls meet state and federal standards. Investigate internal operations and maintain systems for internal control and asset management. Develop financial management policies for the Board's review and adoption. Regularly communicate with district administrators to support school operations. Other Responsibilities Participate in professional development meetings and training sessions to remain updated on school finance trends and regulations. Provide data and financial analysis during labor negotiations. Perform other duties as assigned by the Superintendent or Board. Skills and Abilities Proven expertise in financial management and accounting. Strong analytical, strategic thinking, and problem-solving skills. Excellent verbal, written, and presentation communication skills. Ability to work effectively with individuals from diverse backgrounds. Proficient in accounting software, spreadsheets, and office technology.
QUALIFICATIONS
Education and Experience Bachelor's degree in Accounting, Finance, or a related field (required). Licenses and Certifications Valid State of Iowa School Business Official Authorization (or ability to obtain). A successful background check is required. Terms of Employment Full-time, 12-month administrative position. Salary and benefits are determined by the Board of Education. Salary will be commensurate with experience and qualifications.
