Job Description
CHARACTERISTICS OF THE WORK
Under administrative direction, performs the fiscal activities of the Family Health Centers (FHC). Responsible for the management of all functional areas of the accounting cycle, financial reporting and analysis, budgeting, treasury management, and grant administration/management.EXAMPLES OF THE WORK
(These statements are intended to be illustrations of the work of this class). Manages and oversees the entire accounting cycle, including accounts payable, accounts receivable, payroll, and general ledger administration. Maintains and communicates all internal fiscal controls. Analyzes, coordinates, and presents financial reports in an accurate and timely manner. Communicates monthly and annual financial statements. Oversees all financial, project/program, and grants accounting. Develops and maintains the financial reporting systems for local, state, and federal authorities, the Board of Health, and FHC Board of Governors. Ensures that federal grant reporting requirements (Uniform Data System and monthly federal cash reports) are maintained. Prepares Medicare and Medicaid cost reports required by the state and federal government. Coordinates and prepares the annual budget for federal grants and Louisville Metro Government. Coordinates and leads the annual audit process, liaising with external auditors and the finance committee of the board of directors, and assessing any changes necessary. Oversees the preparation of non-profit corporation tax returns required by the Internal Revenue Service. Oversees FHC's securities portfolio and makes investment decisions, as approved by the Executive Director and Board of Governors. Prepares financial cost analyses for outside agencies interested in contracting services from FHC. Develops financial strategies by forecasting capital, facilities and personnel requirements; identifying monetary resources; and developing action plans. Monitors financial performance by measuring and analyzing results, initiating corrective actions, and minimizing the impact of variances. Updates job knowledge by remaining aware of new regulations and participating in educational opportunities. Partners with the senior leadership team in strategic decision making and operations. Performs related work as required.MINIMUM REQUIREMENTS
Must be a current, regular employee of Family Health Centers. Bachelor's Degree in Business Administration, Accounting, Finance, or a related degree. Five years of financial management experience within the healthcare or public health sector, which includes responsibility for financial reporting, budgeting, and financial and/or operational oversight. An equivalent combination of training and experience may be substituted, as determined applicable by Civil Service.PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
