Job Description

Provide executive financial direction for a mission driven public power agency. Southern Minnesota Municipal Power Agency (SMMPA) is a joint action agency dedicated to uniting and supporting public power communities by providing economical, reliable, and environmentally responsible wholesale energy and related services. Guided by our values of integrity, teamwork, innovation, and accountability , we are seeking a strategic and mission driven Chief Financial Officer (CFO) to serve as a key member of our executive leadership team. As CFO, you will play a pivotal role in shaping the Agency's long‑term financial health and operational excellence. Reporting to the Executive Director & CEO, you will provide enterprise‑wide financial leadership while overseeing finance, accounting, financial planning and analysis, and human resources functions. This role offers a unique opportunity to combine strategic vision with hands‑on leadership in a public power environment. Strategic Financial Leadership Partner with the Executive Director & CEO to develop and execute financial strategies, policies, and practices that protect Agency assets and advance organizational objectives. Lead long‑range financial modeling to support sustainable, cost‑effective operations and future growth. Financial Operations & Oversight Direct treasury operations, cash management, banking relationships, investment activities, and debt financing. Oversee rate design, tariff development, and financial impacts of power supply strategies. Lead development of the Agency's annual operating and capital budgets. Risk Management & Governance Oversee enterprise risk management and insurance programs. Fulfill all fiduciary and administrative responsibilities of the CFO, including authorized review and execution of contracts, agreements, certificates, and financing documents. People & Culture Provide executive oversight of human resources functions, fostering a culture of accountability, collaboration, and professional development. Lead, mentor, and develop high‑performing teams across finance and HR functions. Our ideal candidate
  • Bachelor's degree in finance, accounting or a closely related field from an accredited four-year college or university and 10 years of progressively responsible full-time employment experience in a finance/accounting position with at least five years of supervisory/leadership experience directing professional and support staff.
An equivalent combination of education and experience may be considered.
  • Must be bondable. Certified Public Accountant (CPA) preferred, and master's in business administration (MBA) or related advanced degree desired.
  • Strategic thinker with strong technical and analytical expertise.
  • Ability to communicate complex financial information clearly to diverse stakeholders.
  • Demonstrated integrity, sound judgment, and commitment to continuous improvement.

$200,000.00 - $300,000.00 per year
