Job DescriptionJob Description Characteristics of Work The incumbent will assist the Chief Financial Officer in maintaining the Fiscal operations of the Agency and will supervise fiscal functions in the absence of the Chief Financial Officer; assist in maintaining records of current financial status of programs and availability of funds; prepare appropriate finance reports and reports to the Chief Financial Officer on matters that relate to proper and efficient operations of all financial affairs of the Agency. Essential Functions These essential functions include, but are not limited to, the following. Additional essential functions may be identified and included by the Agency. Supervises fiscal staff and fiscal functions in the absence of the Chief Financial Officer. Post balance and reconcile the general ledger and subsidiary accounts. Prepares work papers and financial statements for internal accounting and auditing purposes. Prepares and supervises the preparation of reports for funding sources. Classifies accounting transitions properly, researches and analyzes accounts to apply with budget restrictions, and monitors the availability of budget balances. Assists with the supervision of computerized accounting systems. Recommends and/or implements changes in accounting systems and procedures. Assists with the preparation of the Indirect Cost Proposal. Assists with the financial audit of Agency programs. Monitors and reports on the status of grant awards. Monitors the performance of the Accounts Payable function. Prepares financial and statistical reports as required. Attends required agency-provided computer training related to fiscal operations. Reviews fund balance accounts and prepares cash requests as needed. Additional Responsibilities Assists with the preparation of that Agency's Annual Financial Report. Assists with proper document preparation and other accounting-related activities. Performs related duties as assigned. Minimum Qualifications A Bachelor's Degree from an accredited four-year college or university in Accounting and three (3) years of experience related to the above-listed duties. Proficiency in operating the latest versions of computer software, e.g., Lotus, Excel, and WordPerfect. HCHRA, a public, non-profit Community Action Agency, was created by the Hinds County Board of Supervisors to administer various services to assist disadvantaged citizens. Led by the President and Chief Executive Officer, approximately 400 employees provide services, including Head Start and Early Head Start Programs, rural transportation for the elderly and disabled, home-delivered meals, home energy assistance, and case management. Using a comprehensive delivery system, HCHRA provides services to eligible clients, funded by public, private, and local sources.
