Description Job Summary/Objective:
Provide strategic leadership and oversight of the District's financial and business operations to ensure fiscal sustainability, regulatory compliance, operational efficiency, and high-quality service in support of student and staff success.Essential Functions/Duties:
The essential functions include, but are not limited to the following: Lead and oversee the District's financial operations, including budgeting, accounting, payroll, auditing, financial reporting, investments, debt management, purchasing, risk management, and related business services. Provide strategic leadership for the development, implementation, and continuous improvement of financial systems, internal controls, policies, and procedures to ensure efficiency, transparency, and strong stewardship of District resources. Oversee payroll administration and compensation-related financial processes to ensure accurate, timely, and compliant employee payments and alignment with staffing and labor agreements. Direct the development and administration of the District's annual budget and multi-year financial plans; monitor revenues and expenditures, and implement corrective action as needed. Lead long-range financial forecasting and scenario planning aligned to enrollment trends, staffing, collective bargaining agreements, facilities planning, charter tuition, and state/federal funding. Maximize and strategically manage all revenue sources, including local, state, federal, and grant funding, to support District priorities and long-term sustainability. Oversee debt issuance, borrowing strategies, and capital financing; provide financial leadership for major capital and facilities projects. Provide financial analysis, cost modeling, and impact projections in partnership with Office of Talent and Employee Engagement to inform collective bargaining, compensation, staffing, benefits, and organizational decisions. Advise the Superintendent and Board on financial strategy, forecasting, and the fiscal impact of decisions; serve as a key member of the Superintendent's Cabinet to support district-wide planning and decision-making. Prepare and present financial reports, budget recommendations, forecasts, and long-range plans to the Board and other stakeholders. Ensure compliance with applicable federal, state, and local laws, regulations, grant requirements, Board policies, and accepted accounting standards. Develop and implement financial risk management and contingency planning strategies to address changing economic, legislative, and operational conditions. Collaborate with district and school leaders to align financial resources with instructional priorities, operational needs, and the District's strategic plan. Communicate complex financial information clearly and effectively to a wide range of stakeholders, including staff, families, community members, auditors, and governmental agencies. Required:
Five years of progressively responsible experience in business/finance or public administration. Two years of experience in a supervisory role. Bachelor's degree in Finance, Accounting, Public Administration or related degree Proven experience advising senior leadership at the district or organization level. Strong analytical, interpersonal, and strategic communication skills.
