Job Description

The Department of Administrative Services is core to supporting a $160M organization (including 4 enterprise funds and a general City operating fund) with approximately 600 employees, approximately 430 of which are members of three (3) unions: American Federation of State, County and Municipal Employees (AFSCME), International Association of Fire Fighters (IAFF), and the Fraternal Order of Police (FOP). The Director of Administrative Services reports to the Mayor and serves in partnership with the Directors of Community Planning and Economic Development, Neighborhood Engagement, Human Resources and Public Works; Chiefs of Police and Fire; Chief of Staff; and Solicitor. Collectively, these individuals represent the Executive Leadership Team (ELT). The Director provides strategic leadership to the bureaus of Accounting, Treasury, and Data and Technology in addition to overseeing Fund Development. This position is responsible for coaching and developing bureau chiefs, building high performing teams, and aligning administrative systems and practices with the goals of the Administration. The ideal candidate will be a thoughtful strategist, strong people leader, and collaborative partner committed to operational excellence, innovation, and service to the community. Data and Technology Provides strategic leadership, operational oversight, and performance accountability for the Bureau of Data and Technology. Strengthens the safety and security of the City's data and technology services and products. Develops and delivers Data and Technology services to meet organizational needs across departments. Leads the City's data collection and delivery process through all core software programs. Finance and Accounting Provides strategic leadership, operational oversight, and performance accountability for the Bureau of Accounting. Produces timely and complete financial reporting across all enterprise funds. Prepare financial reports, forecasts, and presentations for City Council and other public-facing meetings. Implements effective monitoring of City tax requirements and utility fee structures. Implements effective financial and capital planning, forecasting, budgeting, and financial analysis for all funds under City ownership, including capital infrastructure planning. Provides executive leadership over general accounting functions including payroll and accounts receivable/payable. Provides executive leadership of stewardship, in coordination with external advisors, of public resources including bond funds, reserves, pension board investments and trusts. Treasury Provides strategic leadership, operational oversight, and performance accountability for the Bureau of Treasury. Provides executive leadership over general financial functions including cash receipts and disbursements operate efficiently and accurately. Ensures that financial reporting meets stakeholder needs and satisfies external requirements such as those related to rate studies for PA Public Utility Commission. Leads PA Public Utility Commission rate case increase requests. Ensures efficient processes for managing revenues for the City, including all utility fees for enterprise funds and all taxes collected for the General Fund.
Fund Development:
Provides strategic leadership, operational oversight, and performance accountability for the Fund Development team. Maintains high-level knowledge of Federal and State grant programs and opportunities to advocate for funding for City programs. Ensures proper reporting and compliance for over $90 million in grants under management and various event and program sponsorships. Supports relationship building with City grantors and sponsors. Education, Training and Experience Bachelor's degree in finance, public policy, business administration and public administration or a closely related field. Master's degree in business administration, public administration, or similar is preferred. Seven (7) years of progressively responsible experience in management positions in public, private, or non-profit organizations. Licenses and Certificates Possession of a valid Pennsylvania State Driver's License is required. Residency Requirement Residency within the municipal limits of the City of Lancaster. Residency requirement may only be waived by majority vote during City Council.
Leadership:
Coach, guide, and support the Bureau Chiefs of accounting and finance, treasury and data and information technology.
Strategy:
Guide the alignment of administrative service strategies to the goals of the administration. Oversee the creation and support the execution of a strategic plan.
Other:
Proven ability to read, write, speak and comprehend English is required. Proven ability to frequently offer clear reports at public meetings. Proven ability to work as part of a team and to collaborate successfully with others is required. Proven ability to adapt to new or changed situations and to show flexibility in making improvements in work processes and operations is required. Proven ability to exhibit customer-centered behaviors and to focus on customer needs is required. Proven ability to commit to excellence in service and to continuous improvement is required. Environmental Conditions Work is normally performed in an office setting and includes two (2) to six (6) hours of keyboard use and operating computerized office equipment per day. Travel in the metro area and to other facilities to attend meetings may be frequent at times and include evening meetings. Safety Equipment Used or Needed None
