The Rhode Island Public Health Institute (RIPHI) is a 501(c)(3) non-profit organization whose mission is to reduce health disparities in Rhode Island and beyond. RIPHI oversees public health programs, and conducts research related to population health, and trains students and public health practitioners. In recent years, RIPHI's programs have attracted local and national media attention as well as local and national awards for public health innovation. RIPHI owns and operates Open Door Health, the state's first and only LGBTQ+ community clinic: Open Door Health provides primary care, sexual health care, family planning services, and gender affirming care to Rhode Island's diverse community. Open Door Health also offers "express STI screening," which allows patients to quickly access STI services. RIPHI also hosts a Ryan White HIV treatment and care program at Open Door Health as well as large HIV prevention programs. In addition, RIPHI founded several innovative public health programs focused on enhancing food and nutrition security. RIPHI operates Food on the Move, one of the largest mobile produce programs in the country. RIPHI leads Nourish Rhode Island, a coalition advocating for SNAP incentives in grocery stores to promote healthy eating among SNAP recipients. SNAP incentives double the value of the dollar when people buy fresh produce. That campaign led to a statewide program for 140,000 SNAP recipients in Rhode Island; this program doubles the value of the dollar when SNAP recipients buy fresh produce. In 2024, RIPHI and Open Door Health began a statewide program to integrate primary care with behavioral health services. RIPHI uses population health data in all its research, clinical and charitable service programs. RIPHI recently adopted a 5-year strategic plan that includes opening and growing both a new research center and a new communications center to support RIPHI's work to advance population health. In the last year, RIPHI has secured over $15 million in grant funding and is looking forward to continuing growing our programs and research portfolio in alignment with RIPHI's strategic plan. During the last several years, RIPHI led several successful advocacy campaigns culminating in legislative victories, legislative appropriations, and statewide policy changes. These were related to food and nutrition, security, hunger alleviation, HIV policy, access to medicines, and fiscal. RIPHI plans to continue its public health advocacy work in the coming years. RIPHI's rapid and currently growing portfolio also includes programs related to food insecurity, nutrition and active living, hepatitis C virus (HCV), HIV and other sexually transmitted infections (STIs), pre-exposure prophylaxis (PrEP) to reduce HIV transmission, mental health, social determinants of health, geographically focused health interventions, and other efforts to reduce health disparities. The Rhode Island Public Health Institute is growing rapidly and seeks an experienced Chief Financial Officer (CFO) to oversee its financial and administrative structure. The CFO will be responsible for financial management, budget preparation, contract administration, grant management, risk management. This will include overseeing the organization's overall budget as well as overseeing Federal grant management and compliance, managing cash flow, maintaining financial records, preparing for and overseeing annual audits, developing and overseeing internal controls. The CFO will prepare and present financial reports to RIPHI's Board of Directors. The CFO will directly supervise the Director of Human Resources, ensuring that HR policies and practices are fully aligned with the organization's financial and strategic objectives. Aditionally, oversee the Finance team, providing guidance and leadership to ensure accurate accounting, timely reporting, and strong internal controls. The CFO will be responsible for managing a diverse grant portfolio, including Federal, State, private foundation grants, and industry grants. This entails tracking grant expenditures and financial flows, assisting with Federal grant compliance, Federal tax reporting, and helping to develop relevant policies. The CFO will work with program staff to ensure funds are utilized for the purposes intended and regularly reviews and adjusts grant budgets as programs progress. Additionally, s/he/they will be responsible for assisting with organizational expansion and additional hires in collaboration with the Director of Human Resources, negotiating new and existing contracts and providing technical assistance as needed. RIPHI seeks an individual with strong executive management skills with at least 10 years' experience with nonprofit and/or clinical management and accounting. This individual must have robust collaborative and problem-solving skills, meticulous attention to detail, and should be passionate about reducing health disparities. The candidate selected will work in a past-faced, entrepreneurial environment. Responsibilities:
Develop and monitor financial policies that promote RIPHI's strategic initiatives. Oversee the agency's risk management program. Oversee the agency's banking activities and actively manage cash flow to ensure it meets agency needs. Manage the negotiation and execution of agency contracts with funding sources, vendors and collaborative service providers. Manage accounting control systems and internal audits enduring the accurate and timely production of accounting information and financial reports. Monitor changes in legal, regulatory and administrative environments and implement changes in procedures and needed to maintain compliance while maximizing operational and financial results. Manage the agency's liability insurance program. Review efficiency/effectiveness of employee benefit programs, seeking approaches to lower costs where possible and consistent with required quality levels. Serve as the agency's primary liaison with its independent Auditor to ensure the annual audit is completed smoothly and in a timely manner. Supervise the Director of Human Resources and collaborate on salary budgets, workforce planning, HR policies, and other related organizational functions. Supervise, mentor, and oversee the Finance team to ensure accurate accounting, reporting, and strong internal controls. Fiscal Management:
Actively manage the day-to-day accounting and financial operations of the agency. Develop budgets for the agency, individual programs and new/proposed/expanded services, including the preparation of budget revisions as needed. Prepare, analyze and present monthly financial reports for the agency, its programs, and activities. Report on financial results and issues to the CEO and Board of Directors. Oversee and review the preparation of all programs financial reporting required for funding sources. Manage the Billing, Accounts Receivable and Accounts payables functions/staffs and the integration of billing information from the Electronic Health Record system into the accounting system. Coordinate year-end review/audit with external CPAs and assist in the preparation of audit schedules, data and information. Direct the implementation of needed corrections as determined by review/audit. Ensure submission of all regulatory reports including form 990, Rhode Island Business Reports, clinical licenses, etc. Clinic Administration:
Directs staff billing and collection activities related to third party claims and patient billing. Supervises the medical billing specialist and Director of Revenue Cycle. Work with the Credentialing Team to ensure physician licensing and network credentialing per payor contracts. Adheres to all Federal and State medical billing regulations for Medicare, Medicaid and Medicaid related healthcare lines. Monitors performance KPIs and routine reports including but not limited to: Registration Accuracy, Collections, Denial Rate, Elective Self-Pay, Charge Reconciliation and Accuracy. Oversee the 340B pharmacy benefit program. Monitor 340B compliance reports and cashflows. Human Resources Leadership:
Supervise the Director of Human Resources and provide strategic leadership on workforce planning, compensation, and HR policies. Collaborate with HR to manage salary budgets, employee benefits, and organizational development. Ensure HR and finance systems are integrated, efficient, and compliant with applicable laws. Essential Job Functions:
Maintain and update the chart of accounts as necessary and in accordance with the annual audit. Balance general ledger by preparing a trial balance and reconciling entries. Oversee accounts payable process. Oversee preparation of invoices, review accounts receivable to identify collection issues. Oversee recording of cash receipts and make bank deposits. Conduct monthly reconciliation of every bank account. Conduct monthly reconciliations of all balance sheet accounts to ensure their accuracy. Make necessary month end closing entries. Prepare the annual budget, review monthly variances and bring them to the attention of the CEO. Implement, modify and document all changes in accounting systems in the financial policies and procedures manual. Prepare monthly financial statements and presents to executive director, finance committee and board of directors. Work closely with financial institutions concerning banking activity charges, enhancements and charges. Participate in the development and generation of reports for management, regulatory agencies and funders. Responsible for general liability and workers compensation insurance renewals and amendments. Other duties as required by CEO and Medical Director. Requirements:
Education & Experience BA/BS degree; CPA, CMA, MBA or other relevant master's degree preferred Knowledge of not-for-profit Generally Accepted Accounting Principles Hands-on working knowledge of QuickBooks accounting software 10+ years of experience with Federal grants administration and/or compliance Experience overseeing Federal audits or managing Federal audits Strong time management skills; highly organized and detail-oriented Ability to think and problem-solve creatively Effective written and oral communication skills Ability to effectively collaborate and communicate with others; able to work independently or in a group Proficiency in Microsoft Office (Word, Excel, PowerPoint) Passion for working with mission-oriented non-profit organizations Knowledge & Skills Experience in the medical management and/or freestanding clinics sector and/or non-profit management Experience submitting and preparing Federal, foundation and non-Federal grant budgets and all associated administrative paperwork Proficiency in QuickBooks accounting software Experience administering public health programs or research Physical Demands:
