The Chief Financial Officer is directly responsible for the general direction and oversight of the business and support services of the District.Qualifications:

Five years school finance or district business administrative or management experience Five years' experience with supervisory responsibility in the fields of finance or accountingMajor Responsibilities and Duties:
Business Operations Administer the district's budget and ensure that operations are cost-effective, and funds are managed wisely. Assist in the preparation and present all budget adjustments, additions, and deletions. Coordinate the annual budget preparation process and update the Superintendent and Board of Trustees as needed. Work with the Director for Business Services to develop annual revenue and appropriations projections based on need and priority, using state funding templates. Maintain rolling five-year budget projections based on the best available data. Project enrollment for the district and by campus working with demographers as needed use the data for revenue, staffing and budget projections. Work with Human Resources to monitor staffing, salaries and benefits it pertains to the budget. Communicate to the Superintendent and Board of Trustees throughout the year on enrollment and related data as it relates to the adopted budget and the district's current year budget forecast. Serve as an investment officer for the school district and ensure compliance with the Public Funds Investment Act. Assist in planning and developing school bond proposals or other debt issuance including planning maturity schedules and payments for bond issues. Ensure that bond funds are spent legally, in accordance with permitted uses and in a manner consistent with what the community has authorized. Serve as the liaison with the appraisal district and county tax office. Select and work with professional advisors/contractors such as bond and legal counsel, rating agencies, financial advisors, underwriters, external auditors, delinquent tax attorneys, banking and other providers of financial services. Communicate and inform board, staff, and others about finances of district, educational budget, monitoring of expenditures to budget, results of investment program and independent audits. Analyze critical district needs in assigned areas and work collaboratively to design, implement, refine, and evaluate assigned programs in order to continuously improve district operations. Stay abreast of budget trends and implement new procedures and processes that are in the best interest of the district. Support Services Management Ensure that the district purchases goods and services in an efficient, fair, legal and transparent manner. Ensure the federal school lunch programs, district catering, vending and other programs in child nutrition are operated efficiently, fairly and legally. Personnel Management Prepare, review, and revise job descriptions in the service departments. Evaluate job performance of direct reports to ensure effectiveness. Ensure annual performance evaluations are being conducted in the service departments. Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, transfer, retention, and dismissal in the service department. Evaluating purchasing, PEIMS and food service departments. Confer with subordinates regarding their professional growth. Work with them to develop and accomplish improvement goals. Attend professional growth activities to keep abreast of innovations in business and support services areas as appropriate. Administration/Facilities/Fiscal Management Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the business and operations areas. Compile, maintain, and file all physical and computerized reports, records, and other documents required. Ensure that multi-year operations plans (staffing and non-staffing) are developed and updated based on projected district growth in the business and operations areas. Serve as district liaison with the city of College Station and other entities who wish to enter into legal agreements with the district including the purchase or sale of real estate, interlocal agreements, memoranda of understanding, and joint development agreements. School or Community Relations Articulate the district's mission, organizational philosophy, and implementation strategies to the community and solicit its support in realizing the district's mission. Demonstrate awareness of district-community needs and initiate activities to meet those needs. Promote a spirit of cooperation and community with all district campuses. Other Regular interaction with and presentations to the Board of Trustees. Occasional interaction with local media. Other duties as assigned by the Superintendent.Supervisory Responsibilities:
Supervise and evaluate the performance of direct reports in the business and operations divisions including the completion of annual evaluation instruments. Provide supplemental evaluative data related to the areas of business and operations for principals and other directors as needed.Equipment used:

The employee must also deal with a wide variety of people on various issues. Regularly perform multiple, highly complex, tasks with a need to periodically upgrade skills in order to meet changing job conditions and compliance with legal guidelines. Flexibility is required to independently work with others in a wide variety of circumstances and integrate into different school environments.
