SUPPLEMENTAL QUESTIONNAIRE

Alameda County General Services Agency (GSA) delivers a host of logistical support services to County agencies and partners from maintenance of facilities and County fleet to energy and environmental management services, capital project management, procurement services, and clean commute and recycling programs. THE POSITION
Under general direction, to plan, coordinate, and administer the Office of Acquisition Policy (OAP), a division which oversees outreach, contract and labor compliance, and public/private partnership contracts; supervises OAP staff and oversees daily operation; provides specialized consultation; serves as liaison to County of Alameda (County) agencies/departments, contractors, community-based organizations, and other jurisdictions; and to perform related duties as required. MINIMUM QUALIFICATIONS
EITHER I:
Experience:
The equivalent of three (3) years of full-time experience as a Contract Compliance Officer or higher in the County's classified service.
OR II:
Education:
Possession of a bachelor's degree in business administration, public administration, or a related field from an accredited college or university.
AND Experience:
The equivalent of four (4) years of full-time, increasingly responsible experience in construction management, contract compliance, equity programs, or industrial relations, including oversight and coordination of outreach and contract administration projects. At least one (1) year of this experience must have been at a supervisory level.
Substitution:
The equivalent of four (4) years of additional full-time experience may be substituted for the required degree on a year-to-year basis.
License:
Possession of a valid California Motor Vehicle Operator's license.
Special Requirements:
Must be willing to travel to various locations within and outside the County and attend meetings/events outside of standard business hours.

KNOWLEDGE AND SKILLS
The most suitably qualified candidates will possess the following competencies:
Knowledge of:
Principles and practices of public procurement and the administration of equity programs. Public contractual requirements, including Department of Industrial Relations regulations, prevailing wage laws, etc. Business and political networks within the community. Contract development, administration, and management. Computer systems, databases, and applications related to the work. Business processes, practices, principles, and current trends related to public procurement, contract compliance, labor compliance, and public/private partnership contracts. Applicable federal, state and local laws, regulations, and policies procurement and public contracting. Principles and practices of supervision, work planning, evaluation, and training.
Ability to:
Lead, plan, and organize. Understand, interpret, and apply applicable legislation, laws, rules, and regulations. Address delicate or sensitive issues tactfully and effectively. Develop and maintain effective working relationships with governing boards, contractors, management, and other stakeholders. Communicate clearly and effectively, both verbally and in writing. Prepare and deliver effective presentations. Analyze complex issues and make sound recommendations. Problem-solve and make effective decisions. Demonstrate political acumen and interpersonal sensitivity. Be flexible and adapt to changing priorities and situations. Use applicable computer databases and applications related to the work.
EXAMINATION COMPONENTS
The examination will consist of the following steps: A review of the applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of candidates' supplemental questionnaire to select the best qualified candidates to continue in the process. Those candidates considered the best qualified will move on to the final step of the examination process. An oral examination weighted as 100% of the candidate's final examination score. The oral interview will be administered virtually and may contain situational exercises.
