- Administrative Assistants Position Summary The HCV Programs & Compliance Director is responsible for the leadership, oversight, administration, and regulatory compliance of the Authority's housing assistance programs, occupancy functions, resident services coordination, and housing program operations.
This position serves as a member of the Authority's senior leadership team and is responsible for ensuring that all housing programs are administered efficiently, equitably, and in compliance with applicable federal, state, and local requirements. The Director oversees the Housing Choice Voucher (HCV) Program, Project-Based Voucher (PBV) Program, occupancy administration, eligibility determinations, waiting list management, certifications, recertifications, compliance monitoring, and resident- focused service initiatives. This position supports the CEO by ensuring program integrity, regulatory compliance, operational effectiveness, and alignment with the Authority's mission and strategic objectives.

- Provide leadership and oversight of all housing assistance and occupancy programs.
- Ensure effective administration of
HCV, PBV, RAD
PBV, LIHTC, and blended occupancy, and other housing assistance programs.
- Develop and implement program procedures, workflows, and operational standards.
- Monitor program utilization and operational performance.
- Promote excellent customer service and resident-focused service delivery. Compliance & Regulatory Oversight
- Ensure compliance with HUD regulations, Fair Housing requirements, Violence Against Women Act (VAWA) requirements, and other applicable regulations.
- Monitor regulatory changes and implement program updates as necessary.
- Oversee SEMAP preparation, program reviews, audits, and compliance monitoring activities.
- Develop corrective action plans when deficiencies are identified.
- Maintain program integrity and risk management practices. Occupancy & Eligibility Administration
- Oversee waiting list administration and applicant selection processes.
- Ensure accurate eligibility determinations and income calculations.
- Monitor certification, recertification, interim adjustment, and leasing activities.
- Ensure consistency in occupancy practices across all agency housing programs. Program Performance & Reporting
- Monitor voucher utilization, leasing rates, occupancy trends, and program performance indicators.
- Develop performance reports and recommendations for Executive Director review.
- Analyze operational data and identify opportunities for improvement.
- Ensure timely and accurate HUD reporting requirements are met. Leadership & Supervision
- Provide supervision, coaching, and performance management to assigned staff.
- Establish departmental goals and performance expectations.
- Promote staff development and succession planning.
- Foster a culture of accountability, professionalism, and continuous improvement. Cross-Department Coordination
- Coordinate with Portfolio Operations regarding unit availability, occupancy needs, and leasing activities.
- Coordinate with Finance & Administration regarding program budgets, subsidy funding, and financial reporting.
- Support Development and Construction initiatives as housing programs expand.
- Collaborate with community partners and service providers. Minimum Qualifications Education Bachelor's degree in Public Administration, Business Administration, Housing Management, Social Work, Human Services, or related field preferred. Equivalent combinations of education, training, and experience may be considered. Experience
- Minimum five (5) years of progressively responsible experience in housing program administration, occupancy management, public housing, HCV administration, or regulatory compliance.
- Supervisory experience preferred.
- Experience with HUD housing programs required.
- Experience with PBV, RAD, blended occupancy, and affordable housing programs preferred. Knowledge, Skills & Abilities
- Knowledge of HUD and LIHTC housing programs and regulatory requirements.
- Knowledge of occupancy, eligibility, and compliance administration.
- Ability to interpret federal regulations and agency policies.
