Job Summary The QHSE Manager is responsible for developing, implementing, and maintaining JT Cullen's integrated Quality, Safety, Health, and Environmental Management System in compliance with ASME, AWS, NQA-1, and all applicable federal and Illinois state regulations. This role leads the companywide efforts to maintain operational excellence and legal compliance under OSHA, EPA, NFPA, and IDOL standards while fostering a culture of zero incidents and zero defects. Essential Duties & Responsibilites Quality Assurance & Control Administer and maintain
NQA-1/ASME/AWS
QMS, supervise CWIs, manage WPS/PQR/WPQ, audits, NCRs, calibration, and documentation. Health & Safety Management Ensure compliance with OSHA 1910, NFPA
51B, 70, 101, and Illinois DOL standards. Own and submit OSHA 300
logs, manage hazard assessments, incident investigations, PPE, LOTO, and all business-related safety policies and training. Environmental Compliance Oversee compliance with EPA and Illinois EPA requirements for waste, stormwater, air, and energy efficiency. Systems Integration & Reporting Integrate QHSE systems, maintain documentation, report KPIs (TRIR, NCRs, audits), ensure audit readiness. Training & Leadership Train and mentor QHSE team, lead safety meetings, promote shop-floor engagement, and reinforce a zero-incident culture. Preferred Skills & Qualifications 5+ years in fabrication/manufacturing quality management, including leadership/supervisory responsibility. Bachelor's degree in engineering, welding technology, or related field preferred but not required with equivalent experience. Extensive knowledge of NQA-1, ASME BPVC
(Sections III & IX
), AWS D1.1, or similar. Proven experience in nuclear, defense, or other highly regulated industries. Expertise in welding practices, visual inspection, and nondestructive examination. Skilled in developing and implementing quality procedures and documentation systems. Proficient with document control platforms, digital traceability tools, and calibration management systems. Experience working with and managing data in an ERP system. Strong organizational, analytical, and communication abilities. Competent in Microsoft Office Suite (Word, Excel, Outlook, Teams). Effective leadership skills with the ability to foster cross-functional collaboration. Work Environment Combination of office and fabrication floor requiring routine PPE and floor presence.
