$41,636.00•$62,454.00 commensurate with education and experience Position Summary:
This is a highly responsible senior manager position involving a diversity of duties, including extensive program analysis, data and information collection, compliance monitoring, preparation of reports, compliance oversight responsibilities and other duties which may involve training. Position works with SHA's internal divisions, contractors, vendors, residents, the public, HUD, DOL, municipal partners, and developers. ESSENTIAL FUNCTIONS
Serve as Agency expert on Section 3. Conducts extensive analysis of contractor payroll data for HUD regulatory compliance, identifying non-compliance issues and notifying all stakeholders related to that contractor. Prepares statistical analyses and reports as requested or required to confirm SHA's Section 3 compliance. Collects data and information in all areas of the contractor's operations and manages and maintains those records with great integrity. Inputs and maintains computerized data bases and other computerized programs for use in assignments. Develops a daily working system to allow for maximum attention to detail and contractor interaction as necessary to receive, input and manage all compliance data. Oversees all SHA contract compliance and communicates with all company personnel to achieve maximum productivity and compliance at all times. Does compliance monitoring and/or internal/external auditing to review payroll data and operations to evaluate them and to ensure their integrity and accuracy in compliance with the HUD regulations. Prepares reports of contractors to advise the SHA staff and the contractors of client's status of any non-compliance issues. Conducts investigations of issues of non-compliance as identified or as assigned. Manages multiple, diverse activities concurrently. Prepares documents such as Annual Reports, including writing, editing and formatting as required. Recruit diverse businesses. Must be able to maintain strict confidence of all company related data and payroll records of contractors. No hard (papers) copies of data will be maintained after it is imputed in the data base. All paper materials must be shredded immediately. Ensure that appropriate compensation is paid to contractor's employees and also ensure labor costs are appropriated correctly. Ensure every SHA solicitation includes compliant Section 3 notification language. Regulate Section 3 compliance with contractors' subcontractors, Section 3 business concerns, resident owned businesses and Section 3 residents. Ensure all potential and current contractors are aware of SHA's Section 3 plan and its hiring practices. Create and maintain a Section 3 business concerns and resident owned businesses database to include prior, similar experience and Section3 compliance history. Provide a list of qualified Section 3 residents to contractors, subcontractors, Section 3 business concerns and resident-owned businesses. Coordinate and monitor a Section 3 reporting system. Conduct Section 3 trainings with contractors, subcontractors, Section 3 business concerns and resident-owned businesses. Facilitate the complaint procedure for Section 3 residents and business concerns, and contractors. Monitor and assist with Section 3 efforts throughout SHA. Post and update Section 3 information on the SHA website. Advertise solicitations on the website and local newspapers. Document Section 3 hiring within SHA. Develop and implement a procedure to notify Section 3 residents about upcoming training and employment opportunities. Monitor the Section 3 resident hiring process. Maintain a database of qualified Section 3 residents actively seeking employment. Coordinate the development of Youthbuild program. Promote Section 3 among public housing residents, housing choice voucher participants and other SHA affiliates. Post employment and training opportunities throughout the public housing properties and communicate it to the ROSS and FSS participants. Attend preconstruction conferences with contractors, subcontractors, Section 3 business concerns and resident-owned businesses to ensure all contract and compliance obligations for Section 3 are understood. Contributes to team efforts by performing other responsibilities and duties as required or assigned. Ensures compliance with all applicable policies and procedures of the Springfield Housing Authority. Maintains regular and reliable attendance. EDUCATION AND EXPERIENCE
B.A/B.S. Degree in Public Administration, Business Administration, Business Management, Economic Development, or a related field; Five (5) years of progressive experience in the social services field directly responsible for program development, grant formulation, program fiscal monitoring, staff supervision, program evaluation and administration; Three (3) years supervisory experience; Three (3) years of experience in budget administration and development, grant writing implementation and administration; A minimum of two (2) years' experience in program evaluation and analysis; or Any equivalent combination of education, work experience, or certifications that provides the necessary knowledge, skills and abilities. Social service experience is beneficial KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of and ability to apply HUD's Section 3 Program regulations and various other community programs, policies, and procedures. Knowledge and understanding of social and economic problems and special needs faced by lower income families. Knowledge of occupational hazards and applicable precautionary measures. Skill in problem solving and strong analytical ability. Skill in the proficient use of office equipment, computers, and software; Skill in typing 40 WPM with accuracy Skill in maintaining accurate and complete complex records and calculate statistical Section 3 reports. Ability to manage the Section 3 Program and work independently in an organized, thorough, detailed, accurate, and efficient manner. Ability to develop and implement policies and procedures to improve existing operations. Ability to represent SHA as a manager; initiate, and maintain positive public and interpersonal relationships; and communicate (oral and written) and interact with diverse individuals (public, outside agencies/vendors, co-workers, and Commissioners) in a courteous, confidential, effective, positive, professional, and ethical manner. Ability to establish and maintain positive working relationships with stakeholders (i.e., social service agencies, skilled trades representatives, and others) to assure successful outreach, engagement and recruitment of Section 3 workers, Section 3 business concerns, etc. Ability to train and facilitate training to various groups including residents. Ability to recruit low-income residents through local advertising media, and various other means of communication, as well as maintain contacts with social services and community organizations and public or private agencies operating within the metropolitan area in which the Section 3 covered programs are located or similar methods. Ability to recruit diverse businesses and contractors. Ability to maintain a valid Illinois driver's license and be an insurable SHA driver. Ability to travel periodically.
