Job Description

Job Overview This position supports, directs, and participates in compliance-related activities at the Housing Authority of South Bend (HASB). The Compliance Specialist plays a key role in ensuring all programs, services, and operations align with HUD regulations and local, state, and federal requirements. This includes responsibility for monitoring program compliance, reviewing file accuracy, supporting audits, and providing staff guidance on regulatory standards. The role involves administrative, analytical, and training capacities, with accountability for ensuring data accuracy, quality assurance, and the integrity of agency programs.
EXAMPLES OF TYPICAL JOB FUNCTIONS
  • Ensures compliance with HUD, LIHTC, PHM, and INSPIRE standards.
  • Conducts regular audits of tenant files and monitors for regulatory adherence.
  • Coordinates with departments to ensure complete and accurate documentation.
  • Supports HUD/OIG audit preparation and responses.
  • Monitors VMS, EIV, and PIC systems and prepare internal/external reports.
  • Provides technical assistance and compliance training to staff.
  • Assists in preparing policy updates and SOPs based on new regulatory guidance.
  • Tracks and monitors regulatory deadlines, certifications, and renewals.
  • Assists with Section 3 compliance and Davis-Bacon wage rate documentation.
  • I participate in quality assurance activities, internal reviews, and risk mitigation.
  • Attend management meetings and professional development training.
EDUCATION, EXPERIENCE AND CERTIFICATIONS
  • Bachelor's degree in social sciences, public/business administration, or a related field preferred.
  • 3-5 years of experience in housing program compliance, internal audits, or regulatory monitoring.
  • HCV, PHM, and INSPIRE certifications required within 6 months of hire.
  • Knowledge of HUD regulations, LIHTC compliance, Section 8, and public housing practices are preferred.
COMPUTER & ADMINISTRATIVE SKILLS
  • I am proficient in Microsoft Word, Excel, Outlook, and Teams.
  • Ability to generate reports, manage data systems, and troubleshoot minor tech issues.
  • Experience with housing software platforms (e.
g., Tenmast, Yardi, etc.) is a plus.

                PHYSICAL DEMANDS & WORK ENVIRONMENT
                • Standard office environment: some travel may be required for site visits and training.
                • Must be able to lift to 10 pounds occasionally.
                • Must have a valid Indiana Driver's License and be insurable under HASB's policy.
                LEVEL OF CONTACTS
                Frequent contact with internal departments including Housing, Finance, and Human Resources. Regular communication with HUD representatives, auditors, and external partners. Occasional contact with residents and the public.
                LANGUAGE SKILLS
                Ability to interpret regulations and write professional correspondence. Ability to effectively communicate with staff, auditors, and agency representatives.
                REASONING ABILITY
                Strong problem-solving and critical thinking skills. Ability to interpret policy and apply it to real-world scenarios. Able to manage multiple tasks and deadlines.
                Pay:
                $53,000.00 - $55,000.00 per year
