HOUR GENERAL SUMMARY
Reporting to the Assistant Director, the Quality Improvement and Compliance Manager is responsible for overseeing process improvement activities related to all aspects of service quality and effectiveness, and program compliance with federal and state, regulatory, and contractual requirements. Applies knowledge and analytical skills to effectively and efficiently coordinate quality activities to continually improve and meet the organization's performance metric goals. The Manager works closely with other department staff, senior leadership, clinical and administrative managers and supervisors, external funders, and community agencies to assure accountability, feedback loops, and effective monitoring processes that promote excellence in service delivery.
ESSENTIAL FUNCTIONS
Quality Improvement (QI) Leadership Work closely with the Senior Management and Leadership Teams to establish quality standards, benchmarks, and measures of performance, to support strategic plan goals and objectives. In collaboration with relevant partners, create and maintain an agency-wide standardized quality improvement plan and incentive program to ensure compliance with regulatory and contractual requirements. Track departmental designation compliance rates and present regular status updates to Leadership. Supervise the Quality Improvement and Compliance Specialist in support of program and agency goals. Lead the monthly Minuteman QI Committee and manage a variety of QI projects, ensuring the QI Committee initiatives are advanced and project outcomes are documented. Support and manage the QI Committee through all stages of team development. Develop and support skill sets around QI organization-wide by coaching staff, introducing process improvement tools, and supporting departmental quality improvement plans. Reinforce data driven outcomes. Analyze results to identify problems, patterns, and trends in collaboration with the Business Data Analyst. Utilize findings to inform future improvement initiatives. Compliance Management Support the Compliance Officer in developing and implementing an agency-wide Compliance Program including internal agency audits and compliance helpline investigations. Organize and maintain the centralized agency compliance dashboard, the standardization of policy processes and procedures, map departmental policies to relevant regulations, and monitor status of compliance activities across departments. Support the HIPAA Privacy and Security Officers by developing and implementing HIPAA monitoring processes. Participate as a member of the HIPAA Incident Response Team, support incident resolution and risk mitigation activities. Participate as an active member of the Minuteman Compliance Committee, contributing to policy development, risk assessment discussions, and compliance program enhancements. Develop a culture of continuous improvement and compliance by implementing regular training sessions, tracking compliance rates, and reporting progress to Leadership. Collaboration and Communication Collaborate with Leadership in the development of improvement plans, root cause analysis, improvement activity tracking, and monthly performance updates of designation progress. Maintain strong internal and external customer service relations by ensuring quality and timely completion of tasks and projects, ongoing collaboration, and clear communication with stakeholders. Collaborate with the Business Data Analyst to identify agency compliance risks, implement effective processes and programs to improve quality of care, and ensure compliance with federal and state laws, regulatory, and contractual requirements. Collaborate, as needed, with the Contracts Manager for external audits. Represent Minuteman on the Executive Office of Aging and Independence's (AGE) QI Committee, Compliance Committee and with other stakeholder groups as needed. Support Executive Office of Aging and Independence (AGE) agency re-designation activities, and other accreditation activities as appropriate.

WORK ENVIRONMENT
While largely working in a professional office environment, the employee occasionally travels by car to meetings and is exposed to changing weather and seasonal conditions. This role regularly requires the use of a computer, telephone and other standard office equipment. Must be able to lift and carry up to 40 lbs. when carrying and delivering training supplies.
PHI and PII:
This role has access to Protected Health Information (PHI) and Personal Identifiable Information (PII) and therefore the employee must adhere to Minuteman's confidentiality policy, HIPAA regulations, and MA Executive Order 504.
QUALIFIED APPLICANTS WILL HAVE
Minimum of a Bachelor's degree with a concentration in Social Work, Public Health, Community Health, Nursing, or related field preferred. Master's Degree preferred. Minimum of three years of experience in program evaluation, data analysis, and other quality improvement functions. Familiarity with evidence-based approaches to Quality Improvement preferred. Experience in monitoring compliance risks preferred. Familiarity with fraud, waste and abuse issues. Candidate should be a dependable self-starter with excellent writing and analytic abilities. Strong project management skills required. Strong computer, organizational and communication skills are essential. Ability to work with Excel, Word, Outlook, SharePoint and PowerPoint are essential. Experience with SQL and CoPilot AI is helpful but not required. Must have an understanding of aging and older adults, disabled adults, and diversity. A reliable car is required, as well as a valid driver's license and car insurance.
