Job Description

BASIC FUNCTION
The primary function of the Director of Compliance (DoC) is to ensure all programs, including emergency shelter, permanent supportive housing, and stabilization services, operate in full alignment with federal, state, and local regulatory requirements. They will promote an organizational culture of ethics, accountability, and transparency through staff education and proactive risk management. They will provide strategic input and data-informed insights to executive leadership on organization risk, performance, and compliance trends. The DoC will also foster interdepartmental collaboration to enhance efficiency, compliance, and quality service to consumers and external partners. They will provide coaching, mentorship, and training to staff to enhance compliance, knowledge, and skills. Central Massachusetts Housing Alliance is an Equal Opportunity Employer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develop, implement, and manage an effective agency compliance program consistent with federal, state, and local regulations, including HUD Continuum of Care, Medicaid, HIPAA, and other applicable standards. Manage the development, review, and maintenance of organizational compliance policies and procedures to ensure alignment with current laws, regulations, and standards. Develop and maintain a centralized system for tracking program policy updates, version control, and staff acknowledgement of revised program policies. Coordinate periodic review and approval processes with senior directors and senior management. Monitor regulatory and policy changes (federal, state, and local) and proactively assess their impact on organizational policies and operations. Conduct ongoing risk assessments to identify potential areas of compliance vulnerability and implement mitigation strategies, corrective actions, and continuous monitoring mechanisms. Establish and oversee systems for reporting, investigating, and resolving compliance concerns. In collaboration with relevant departments, develop, conduct, and ensure completion of mandatory training for employees, interns, and volunteers on such topics as Whistleblower, Fire Safety, Human Service Safety, Fraud, Waste & Abuse, Data Privacy, HIPAA and Confidentiality, Conflict of Interest, and Code of Conduct. Collaborate with other members of senior management to ensure an integrated approach to compliance, risk management, and internal controls. Support executive leadership around compliance issues by contributing information and resources to agency committees and Board of Directors initiatives. Lead the agency's quality assurance and performance improvement initiatives across all departments including outcomes and utilization review for all stakeholders. Collaborate with executive management on the development, implementation, and ongoing management of an agency-wide contract management system to ensure effective control, visibility, and compliance across all agreements. Centralize and oversee consumer satisfaction survey processes to ensure consistent data collection, analyses, and integration of consumer feedback into quality improvement initiatives. Qualifications:
The successful Director of Compliance should have a positive attitude, the ability to multitask, strong leadership skills, solid written and verbal communication skills, and is an informed decision maker. Candidates for this position will have previous experience in Compliance, with demonstrated competency: Minimum of 8-10 years of progressive leadership experience in healthcare compliance, contracting, and/or quality management, preferably in a non-profit or community housing environment. Experience with nonprofit corporate law, HIPAA, and experience with reviewing and negotiating contracts preferred. Bachelor's degree in business administration, Public Administration, Finance or the like required. Master's degree preferred. Strong leadership skills with demonstrated ability to think independently and lead interdisciplinary teams. Excellent written and verbal communication skills, with the ability to translate complex concepts into accessible language. Excellent analytical, negotiation, management, and research skills. Ability to thrive in a fast-paced, dynamic, and innovative environment and effectively manage competing priorities. Ability to maintain confidentiality and exercise discretion in sensitive matters. Strong commitment to the mission and values of the organization. Ability to understand and adapt to CMHA's organizational culture. Proficiency in MS Word, Excel, Outlook and PowerPoint.
Pay:
$120,000.00 - $125,000.00 per year

Requirement:
Do you have at least eight (8) years of progressive leadership experience in healthcare compliance, contracting, and/or quality management, preferably in a non-profit or community housing environment.
