LOCATION OF POSITION
Land and Materials Administration\r\nAST and Permits Division\r\n1800 Washington BLVD 21030\r\nBaltimore, MD 21030\r\n Main Purpose of Job The incumbent in this position will serve as the Division\r\nChief of the Aboveground Storage Tank (AST) and Permits Division within the Oil\r\nControl Program at MDE and supports the agency's mission to protect public\r\nhealth and the environment. The Division Chief supervises engineering staff\r\nresponsible for reviewing oil storage facilities, petroleum AST systems, and\r\npermits to ensure compliance with engineering standards and environmental\r\nregulations. The position also oversees the drafting and issuance of water\r\ndischarge permits, including NPDES permits, in accordance with COMAR\r\nregulations. Additional responsibilities include supervising staff and managing\r\ndaily division operations, overseeing permit review and regulatory compliance\r\nactivities, managing the division's annual budget, ensuring compliance with the\r\nAdministrative Procedures Act, and maintaining required Steel Tank Institute\r\n(STI) certifications as an AST inspector and AST system inspector. The position\r\nrequires strong knowledge of environmental regulations, permitting, engineering\r\npractices, and program management.\r\nThe working conditions of this position may involve:\r\n\r\n\r\n Exposure\r\n to uncomfortable or unpleasant surroundings.\r\n Work\r\n may involve inspections of oil storage and oil handling facilities and AST\r\n systems located in restricted access areas and may occur outside during\r\n inclement weather.\r\n Work\r\n involves exposure to hazardous conditions which may result in injury.\r\n Facilities\r\n and vehicles inspected store, transfer, and transport oil including gasoline,\r\n diesel fuel and used oil.\r\n Special\r\n physical demands such as lifting 50 pounds or more\r\n Work\r\n requires occasional climbing of ladders and working at heights during\r\n inspections. \r\n Use of\r\n protective equipment such as hard-hat, safety shoes, googles, gloves, mask,\r\n etc.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education:
�� A Bachelor's degree in engineering or architecture from an accredited college or university.\r\n
Experience:
Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.\r\n
Notes:
\r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university with at least�20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste�remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education.�\r\n2.�Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited�college or university for up to one year of the required�experience.\r\n3. Candidates may substitute the possession of a current�Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.\r\n4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.\r\n
DESIRED OR PREFERRED QUALIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
