Position Summary The Quality Assurance Administrator is responsible for overseeing and implementing agency-wide quality improvement, regulatory compliance, accreditation readiness, risk management, and operational compliance activities for all NDNS programs, including: Outpatient Mental Health Clinic Substance Use Disorder Programs, Psychiatric Rehabilitation Program, and Supported Employment. This position ensures the agency remains compliant with all federal, state, Medicaid, COMAR, CARF, Joint Commission, and payer requirements while supporting continuous quality improvement and operational excellence. The Administrator will assist policy development, audit preparation, EHR optimization, staff training, and performance improvement initiatives to ensure high-quality service delivery across all programs. Essential Duties and Responsibilities Compliance & Regulatory Oversight Ensure agency compliance with all applicable COMAR regulations, Maryland Behavioral Health Administration (BHA) standards, Medicaid requirements, HIPAA regulations, and payer guidelines. Oversee readiness and ongoing compliance for CARF, Joint Commission, and other accreditation bodies. Monitor and interpret changes in behavioral health regulations and communicate operational impacts to leadership. Conduct internal compliance reviews and corrective action planning. Lead agency responses to audits, investigations, and regulatory reviews. Quality Assurance & Performance Improvement Develop and implement agency-wide Quality Assurance and Performance Improvement (QAPI) plans. Conduct routine chart audits for OMHC, SUD, PRP, and SE programs. Monitor clinical documentation quality, billing compliance, and medical necessity standards. Track and analyze KPIs, service utilization, incident trends, and compliance metrics. Develop corrective action plans and monitor implementation outcomes. Facilitate quality improvement meetings and compliance committees. Policy & Procedure Management Develop, revise, and maintain agency policies, procedures, forms, and operational workflows. Ensure policies remain aligned with CARF, Joint Commission, Medicaid, and state requirements. Maintain centralized documentation and version control for all agency policies and forms. Ensure staff accessibility and training on updated policies and procedures. EHR & Documentation Oversight Oversee EHR workflows, templates, forms, and compliance functionality. Collaborate with leadership and IT vendors to improve documentation systems and operational efficiency. Ensure clinical forms, treatment plans, assessments, and progress notes meet regulatory and payer standards. Assist with EHR implementation, optimization, and compliance monitoring. Staff Training & Development Develop and conduct compliance and documentation trainings for clinical and administrative staff. Educate staff on regulatory changes, documentation standards, and accreditation expectations. Support onboarding and orientation processes related to compliance and quality standards. Risk Management & Incident Oversight Monitor incident reporting systems and ensure timely follow-up and resolution. Investigate compliance concerns and implement risk mitigation strategies. Support emergency preparedness and organizational safety planning. Qualifications Education Master's degree in Social Work, Counseling, Healthcare Administration, Public Health, or related field preferred. Experience Minimum of 5 years of behavioral health compliance, quality assurance, or healthcare operations experience. Experience working within OMHC, SUD, PRP, and/or Supported Employment programs strongly preferred. Experience with CARF and/or Joint Commission accreditation required. Strong knowledge of Maryland COMAR regulations and Medicaid billing requirements. Knowledge, Skills, and Abilities Strong understanding of behavioral health regulatory requirements and accreditation standards. Knowledge of Medicaid documentation and billing compliance. Experience with EHR systems and workflow development. Strong organizational, analytical, and problem-solving skills. Ability to lead cross-functional teams and manage multiple priorities. Excellent written, verbal, and interpersonal communication skills. Ability to maintain confidentiality and professionalism in sensitive situations. Preferred Qualifications Licensed behavioral health professional (LCSW-C, LCPC, CAC-AD, etc.) preferred but not required. Experience in program development and operational leadership. Experience managing audits and corrective action plans. Physical Requirements This position operates in a professional behavioral health office environment and may require occasional travel between program locations, community meetings, or regulatory visits.
