The Grants and Compliance Manager is responsible for managing the full lifecycle of grant-funded programs with a hands-on approach. This position coordinates grant planning, application, compliance, financial oversight, reporting, and closeout for federal, state, and local funding sources. The Grants Manager serves as a central resource for grant compliance and provides direct technical assistance to departments to ensure funds are administered in accordance with program requirements and community priorities.ESSENTIAL FUNCTIONS
Identify and evaluate funding opportunities appropriate for a small entitlement jurisdiction. Manage part-time grant writer and coordinate preparation and submission of grant applications, amendments, and renewals. Assist departments in developing program scopes, budgets, timelines, and performance measures. Support the development of annual and multi-year funding plans, as applicable. Grant Administration & Compliance Manage post-award grant administration for multiple funding sources with limited administrative support. Ensure compliance with federal regulations, including 2 CFR Part 200 (Uniform Guidance), local and state requirements. Review invoices, reimbursement requests, and supporting documentation for allowability, accuracy, and completeness. Track grant expenditures and program milestones to ensure timely use of funds. Financial Coordination & Reporting Work closely with Finance to reconcile grant expenditures, prepare drawdowns, and monitor budgets. Prepare and submit required programmatic and financial reports. Monitor grant balances and deadlines to prevent lapses or recapture of funds. Policies, Procedures & Risk Management Maintain grant policies, procedures, and internal controls suitable for a small entitlement environment. Assist with audit preparation, monitoring reviews, and responses to findings. Maintain organized grant files in compliance with record retention requirements. Cross-Functional & Program Support Collaborate with other City departments to support grant-funded projects. Provide staff and leadership with grant status updates and compliance guidance. Other duties as assigned.MINIMUM REQUIREMENTS
Education and Experience Bachelor's degree in public administration, business, finance, or a related field; or equivalent combination of education and experience. Minimum of 3 years of experience in grant administration, compliance, or program management. Experience working with federally funded programs preferred. Preferred Qualifications Direct experience administering federal or state funded programs. Experience with subrecipient monitoring and federal reporting systems. Knowledge of local government operations and public-sector finance. Knowledge, Skills, Abilities Working knowledge of federal grant programs and related compliance requirements. Practical understanding of Uniform Guidance and reimbursement-based funding. Ability to manage multiple grants independently with limited resources. Strong attention to detail and documentation standards. Effective written and verbal communication skills for both technical and non-technical audiences. Proficiency in Microsoft Office and basic grant or financial tracking systems.Working Conditions:
