Agency Dept of Public Instruction Division Financial and Business Services Job Classification Title Accounting Manager I (NS) Position Number 60090948 Grade NC18 About Us The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education. Description of Work •This position is Exempt Managerial and is EXEMPT from certain provisions of the State Human Resources Act (GS 126). If you are an individual who is experienced in governmental or operational accounting who has a passion for safeguarding taxpayer funds and helping public schools to manage risk, increase operational effectiveness, and achieve financial stability, this is the job for you. The Office of School Business Services oversees more than $13 billion in state funding and $1 billion in federal funding to the public schools of North Carolina. This position oversees a team of monitoring and compliance analysts to review annual financial audits for all of the public schools units (school districts, charter schools, and others) in North Carolina, to complete reviews, and to develop and provide guidance for the public schools.
Job Responsibilities:
Development and ongoing evaluation of fiscal compliance and audit resolution protocol for the Department, LEAs, charter schools and nonprofits receiving state and federal funding through the Department. Oversight of the financial compliance and financial assessment for public schools, including working with the Chief Financial Officer, the Director of the Office of Charter Schools, the State Board of Education, the Charter School Review Board, Directors of federal program areas, and public school superintendents and finance officers. Review and approval of documentation of all monitoring and compliance issues. Manage the monitoring and compliance team, including hiring new employees for that team. The Office of School Business serves the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Department of Public Instruction, the Governor's Office, the General Assembly, and the taxpayers of North Carolina. It has the oversight of over $13 billion in State dollars, $1 billion of federal funds, $2.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc. This division is responsible for the State Public School Fund Budget, the allocations of funding to Public School Units and nonprofits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school salary, allotments of State and Federal funds, and student accounting. Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports; of which at least one is supervisory; or equivalent combination of education and experience. Some positions may require certification as a Public Accountant.
