The Environmental Compliance Manager will be responsible for developing and overseeing environmental programs throughout the Division that are compatible with Veolia and regulatory requirements that allow Veolia management to monitor, verify, and strengthen compliance with regulations. Under limited direction, plans, organizes, coordinates and implements the environmental compliance programs for the NJ Division; takes action to ensure compliance with environmental regulations and requirements, advises managers on practices to eliminate environmental hazards, investigates chemical spill/release incidents and prepares necessary reports to ensure proper reporting measures are met to all internal departments, as well as external regulatory agencies. Interface with corporate EHS team to implement corporate initiatives at the local level. Serve as the Divisional contact for the Regulated Segment Environmental Compliance Assurance Program (ECAP), Emergency Response Plan and other activities that enable UWNJ to continually improve Environmental performance. The role will require the oversight, operational support and coordination of all Environmental programs, working with corporate, legal, financial, engineering, and operations management teams to accelerate and improve the effectiveness of our Environmental activities and ensure that events are reported in a timely and responsible manner. It will also carry responsibility to conduct investigations and develop / implement remedial programs, where necessary.Primary Duties/Responsibilities:
Provides technical and professional support for compliance with applicable regulations and management of programs at sites, and due diligence support related to new projects and mergers/acquisitions. Maintains knowledge of federal and state EH&S regulations. Reviews and monitors developments in state and local environmental statutes and regulations that affect the company. Communicates with environmental regulators on reportable incidents and permitting matters. Investigate and resolve compliance problems, questions, or complaints received from within the company, customers, government regulatory agencies, etc. Reviews the impact of proposed Environmental regulations and guidelines as it relates to impact on operating procedures. Provides guidance for compliance with regulatory change. Develop and implement programs designed to increase onsite project awareness and knowledge of compliance policies, and long-range remedial solutions in response to environmental/regulatory practice investigations or existing hazardous conditions in order to reduce risk and protect company assets. Audit and evaluate current policies, procedures, and documentation for compliance with government laws and regulations. Coordinate company response and solutions with business plans, federal, state, and local environmental regulations. Negotiate remediation solutions with environmental/regulatory agencies to minimize regulatory impact and compliance damages. Assist with the preparation of training materials and coordination of weekly and monthly themes, completion of incident reports and generation of monthly statistics. Other duties as assigned. Review and determine applicability of environmental regulations and prepare Permit applications. Prepare and maintain schedule, associated documentation and reports for regulatory compliance (permits, testing, etc.) Oversee implementation and use of compliance tools (e.g., WIMs, Intelex, etc.) in accordance with corporate policies and procedures. Maintain On-site Compliance Documents (OCDs) for NJ Division companies. Maintain ISO program documentation sets if applicable. Designs and maintains NJ Division Emergency Response Plans. Oversees administration of hazardous materials and waste management program including waste minimization procedures; reviews chemicals used and maintains required materials safety data sheets (MSDS); serves as a First Responder on chemical spill/release incidents.Reporting:
Oversees the timely preparation and dissemination of required reports, both internally and externally including those associated with federal, State and local EHS compliance requirements. Leads the development of remedial action plans, monitors completion of remedial actions, and prepares necessary follow up to environmental audit reports.Liaison:
Serves as a resource to managers in the Environmental Compliance and Emergency Response discipline. Monitors the regulatory environment, and keeps abreast of relevant pending and in-force regulations. Maintains Veolia Environmental electronic regulations federal and state registers, industry news bulletins, etc. and provides relevant and timely updates to affected facilities/operations. Participates in Veolia initiatives, research programs and technical programs in areas associated with Environmental programs.Operations Support:
Initiates, develops, implements, monitors, and manages environmental programs, policies, and procedures to ensure the organization complies with all current environmental regulations. Regularly evaluates procedures, conducts periodic inspections of facilities and equipment to identify environmental hazards for improvement; issues notices of unsafe working conditions or hazard along with recommendations to safeguard the environment. Responsible for maintaining management systems required forISO 14001/9001
certification, if applicable. Required to participate in emergency on-call management rotation. Standing member of the ECAP Audit Team. Other duties as assigned.Work Environment:
Ability to travel to field locations and interface with staff.Qualifications Education/Experience/Background:
Bachelor degree in Science, Engineering, Environmental or related field. Five (5) years of experience in regulatory and environmental compliance required. Focus on regulatory compliance strongly preferred. Solid and Hazardous Waste Management. Environmental Reporting (i.e., Annual Waste Summaries, EPCRA Tier II Reports, SARA Toxic Release Inventory Reports, Air Emissions Inventory Reports, Annual Compliance Reports, etc.) Environmental Auditing and Site Inspections. Water and Wastewater compliance and permitting. SPCC and SWP3 plan development and compliance. Air Quality compliance and permitting. Minimum of 5 years management experience.Knowledge/Skills/Abilities:
Expert working knowledge of federal, state and local regulations. Strong problem solving and analytical skills. Proficient with MS Office suite applications. Exceptional verbal and written communication skills. Solid organizational skills and attention to detail. Ability to work well independently and as part of a cross-functional team. In-depth knowledge of federal environmental (EPA) and corresponding New Jersey regulations. Working knowledge of water chemistry and treatment is required, similar experience in laboratory testing would be of value. Strong technical and presentation skills.Required Certification/Licenses/Training:
PE, CIH, CSP, CHMM or other professional certification preferred. Valid driver's license and satisfactory driving record.Physical Requirements:
Ability to sit for extended periods of time viewing computer screens and utilizing keyboard and mouse.Additional Information Pay Range:
$95000 to $105000 per year.Benefits:
