Job Description

Posting Details The New Mexico Department of Public Safety (DPS) safeguards the people, property, and institutions of New Mexico through law enforcement, regulatory oversight, and the administration of statewide criminal justice information systems. Within DPS, the Law Enforcement Records Bureau (LERB) serves as the official state repository for more than 2.4 million fingerprint records and 4.5 million criminal history records, supporting over 300 criminal justice agencies and approximately 5,000 NCIC users statewide. LERB gathers, maintains, and disseminates criminal justice information used by law enforcement, courts, corrections, and civil agencies. The bureau oversees a wide range of federally and state mandated programs, including the Sex Offender Registration and Notification Act (SORNA), Missing Persons Clearinghouse, Computerized Criminal History (CCH), background checks, expungements, Interstate Identification Index (III), State Tracking Numbers (STN), Inspection of Public Records Act (IPRA) requests, accident reports, Concealed Carry Weapons (CCW), National Incident Based Reporting System (NIBRS), Next Generation Identification (NGI) biometrics, Letters of Good Standing, Facial Recognition, National Instant Check System (NICS), Consolidated Offender Query (COQ), New Mexico Applicant Processing System (NMAPS), State and Federal Rap Back, criminal history repository functions, dispositions, E Guardian, RISSnet, VIN inspections, Missing and Murdered Indigenous Persons support, and cannabis background checks. LERB also manages the technical backbone of New Mexico's criminal justice information systems, including AFIS, CJIS, NCIC, NLETS, and NMLETS. The bureau provides fingerprinting services for all statutorily mandated licensing and regulatory agencies and processes arrest fingerprints submitted by criminal justice agencies. Additionally, LERB maintains all official reports and records for the New Mexico State Police. Why does the job exist? The Deputy Director of Federal Integration and Compliance ensures the Law Enforcement Records Bureau (LERB) maintains full adherence to federal criminal justice information laws, regulations, and security standards. This position provides strategic leadership over fifteen (15) full-time positions responsible for federal systems integration, compliance operations, and secure data governance. This position oversees bureau-wide federal compliance and integration programs; ensures alignment with CJIS Security Policy, 28 CPR Part 20, NLETS requirements, and other federal mandates; and directs policy development, implementation, and continuous compliance monitoring. The role manages federal system access, audits, risk mitigation strategies, and inter-agency coordination to safeguard data integrity and uphold public trust. The Deputy Director evaluates program performance, analyzes operational and compliance trends, and delivers high-level reporting and recommendations to executive leadership. Through effective oversight, the Deputy Director advances LERB's mission to provide reliable, secure, and timely law enforcement records services. How does it get done?
FEDERAL COMPLIANCE OVERSIGHT 1
  • Ensures compliance with federal laws, regulations, and standards governing criminal justice information. 2
  • Interprets federal requirements (e.g., CJIS Security Policy, 28 CFR Part 20, NLETS), develops and enforces compliance procedures, conducts internal reviews. 3
  • Serves as the Bureau's subject-matter expert on federal compliance.
FEDERAL SYSTEMS
INTEGRATION and
DATA GOVERNANCE 1
  • Manages lawful access, use, and integration of federal criminal justice information systems. 2
  • Coordinates system access, validations, and audits; works with IT, the CJIS Systems Officer, and federal partners. 3
  • Establishes governance practices to ensure data integrity, security, and authorized use.
POLICY DEVELOPMENT and
IMPLEMENTATION 4
  • Develops and maintains policies aligned with federal mandates and operational needs. 5
  • Drafts and updates policies and procedures, translates federal requirements into operational guidance. 6
  • Ensures bureau-wide implementation and consistency.
AUDITS, ASSESSMENTS and
RISK MANAGEMENT 1
  • Leads preparation for audits and manages compliance risk. 2
  • Coordinates federal and state audits, prepares documentation and corrective action plans, tracks findings, and implements mitigation strategies to reduce legal and operational risk.
INTERAGENCY and
FEDERAL LIAISON ACTIVITIES 1
  • Serves as the primary liaison on federal integration and compliance matters. 2
  • Represents LERB with federal agencies and partner organizations. 3
  • Coordinates inter agency issues and provides authoritative guidance on compliance and data sharing requirements.
TRAINING and
TECHNICAL ASSISTANCE 1
  • Promotes understanding and compliance with federal requirements. 2
  • Develops and delivers training, provides technical assistance, and reinforces compliance expectations through guidance and consultation.
STRATEGIC
PLANNING and
REPORTING 1
  • Supports leadership with compliance-related planning and reporting. 2
  • Analyzes trends and audit results, prepares executive summaries and recommendations. 3
  • Contributes to long-term federal integration strategies.

Work is performed for the New Mexico Department of Public Safety employees, federal and state law enforcement agencies and criminal justice entities, regulatory agencies, and individual members of the public who rely on accurate and timely criminal history information. Minimum Qualification Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. Employment Requirements Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire. Working Conditions Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines.
