Plantation, FL or Pittsburgh, PA Position Summary The Corporate HAP & Voucher Compliance Specialist provides portfolio-wide oversight and operational support for affordable housing communities participating in subsidy programs including HUD Section 8 Housing Choice Voucher (HCV) and Low-Income Housing Tax Credit (LIHTC) programs. This role partners with property management teams to ensure accurate administration of Housing Assistance Payment (HAP) contracts, regulatory compliance, and optimal utilization of housing vouchers across the portfolio. The specialist serves as a subject matter expert on subsidy administration, supports regulatory compliance initiatives, and helps standardize processes that align with federal, state, and local affordable housing requirements. Key Responsibilities Portfolio Voucher Administration Oversee the administration of Housing Assistance Payment (HAP) contracts across a portfolio of affordable housing communities. Review and support property teams with Request for Tenancy Approval (RFTA) submissions, voucher move-ins, and contract execution. Monitor and reconcile HAP subsidy payments and assist properties in resolving discrepancies with Public Housing Authorities (PHAs). Track voucher utilization rates, expirations, and program participation across the portfolio. Support lease renewals, contract amendments, and rent adjustments associated with voucher households. Compliance Oversight Ensure consistent compliance with HUD regulations, Housing Choice Voucher (HCV) program requirements, and LIHTC compliance guidelines. Conduct periodic tenant file reviews and compliance audits to verify proper income calculations, eligibility determinations, and documentation. Assist with preparation for regulatory audits, state housing agency reviews, and investor compliance monitoring. Interpret and communicate changes in federal and state affordable housing regulations to property teams. Operational Support & Training Serve as a corporate subject matter expert on voucher administration and affordable housing program requirements. Provide training and guidance to property managers, leasing staff, and compliance teams regarding HCV and subsidy processing procedures. Develop and maintain standard operating procedures (SOPs) and best practices for voucher administration across the portfolio. Oversee HUD EIV and TRACS system access, including authorization of new users, annual access renewals, and verification of mandatory HUD privacy and security training. Data Management & Reporting Monitor portfolio performance related to voucher utilization, subsidy revenue, and compliance metrics. Generate reports related to HAP payments, compliance status, and program participation. Maintain accurate documentation and records in the organization's property management and compliance software systems. Strategic Support Assist leadership with initiatives designed to optimize subsidy utilization and affordable housing compliance performance. Identify operational efficiencies and recommend process improvements related to subsidy administration and regulatory compliance. Collaborate with asset management, compliance, and property operations teams to ensure alignment with corporate affordable housing strategies. Qualifications and Experience 3+ years of experience in affordable housing operations, compliance, or subsidy administration. Demonstrated experience working with HUD programs, Section 8 Housing Choice Vouchers, and LIHTC compliance requirements. Strong communication skills with the ability to train and support site-level teams. Ability to manage multiple properties and compliance deadlines in a fast-paced corporate environment. Prior interaction with Public Housing Authorities (PHAs) and regulatory agencies. Bachelor's degree in business administration, Housing Management, or equivalent related field experience. Experience with property management and compliance platforms such as Yardi, RealPage, ResMan, AppFolio, or comparable systems. Proficiency with Microsoft Excel and reporting tools. Preferred Knowledge and Skills Strong knowledge of: HUD Section 8 Housing Choice Voucher (HCV) program Housing Assistance Payment (HAP) contract administration HUD income determination and verification procedures LIHTC compliance regulations and documentation requirements Familiarity with HUD Handbook 4350.3 and affordable housing regulatory frameworks. Strong analytical and problem-solving abilities related to subsidy administration and compliance. Excellent attention to detail and regulatory documentation standards. Preferred Certifications Certified Occupancy Specialist (COS) Tax Credit Specialist (TCS) Housing Choice Voucher (HCV) Specialist Certification Other recognized affordable housing compliance certifications
