Job Title:
Behavioral Health Development & Compliance Director (Addiction & Mental Health Facilities)
Job Type:
Contract / Fractional / Full-Time (Flexible based on experience) Overview We are seeking an experienced Behavioral Health Development & Compliance Director to lead the launch, licensing, and operational buildout of addiction treatment and mental health facilities. This role is responsible for taking facilities from concept → licensing → accreditation → reimbursement readiness → operational launch. You will work directly with ownership to develop scalable, compliant, and profitable treatment programs across multiple locations. Key Responsibilities Licensing & Regulatory Lead all state licensing processes for behavioral health facilities (IOP, PHP, outpatient, and/or residential) Prepare and submit applications, policies, and documentation Coordinate inspections and ensure full regulatory compliance Compliance Systems Build and implement compliance frameworks, including: Clinical documentation standards HIPAA compliance Audit readiness protocols Develop policies and procedures aligned with state and federal requirements Accreditation Prepare facilities for accreditation with organizations such as: The Joint Commission CARF International Manage full accreditation process from preparation through approval Reimbursement & Billing Setup Advise on payer strategy (Medicaid, Medicare, commercial insurance) Coordinate insurance credentialing and contracting Work with billing teams to ensure proper coding, documentation, and reimbursement optimization Zoning & Facility Development Advise on site selection and zoning requirements for behavioral health use Coordinate with landlords, municipalities, and legal teams Ensure facilities meet all operational and regulatory standards prior to launch Operational Buildout Assist in hiring key clinical leadership (Medical Director, Clinical Director) Recommend and implement EMR/EHR systems Support go-live readiness and initial operations Qualifications 5+ years of experience in behavioral health, addiction treatment, or mental health operations Proven experience launching or scaling licensed treatment facilities Deep knowledge of state licensing requirements and regulatory frameworks Experience with accreditation processes (Joint Commission and/or CARF) Strong understanding of reimbursement models and payer mix strategy Experience working with EMR/EHR systems and billing workflows Ability to operate in a fast-paced, high-growth environment Preferred Experience Experience in Florida or multi-state licensing Background in both clinical operations and business development Experience with IOP/PHP program structures Prior involvement in facility startups or acquisitions Compensation Competitive base with monthly retainer (based on experience) Performance-based bonuses tied to: Successful licensing Accreditation Facility launch milestones Equity participation or profit-sharing available for the right candidate What We're Looking For This is not a theoretical or advisory role. Pay:
$75,000.00 - $100,000.00 per year
