PART TIME PERMITS & CODE COMPLIANCE MANAGER JOB DESCRIPTION

City Administrator (as assigned) Position Summary The Permits & Code Compliance Manager oversees the city's permitting operations and code compliance functions, ensuring consistent application of municipal ordinances, development regulations, building codes, and state law. This position coordinates interdepartmental workflows, maintains regulatory compliance, and ensures timely, accurate processing of permits, inspections, and enforcement actions. The Manager serves as the primary point of contact for developers, contractors, residents, and internal departments regarding permitting and code compliance matters. Essential Duties & Responsibilities Leadership & Management Establishes and maintains standard operating procedures for permitting, inspections, and enforcement. Ensures consistent, impartial application of city ordinances and state statutes (including Texas Local Government Code, Health & Safety Code, and applicable building codes). Oversees customer service standards and ensures timely response to inquiries, complaints, and service requests. Permitting & Development Review Manages intake, review, routing, and issuance of building, trade, development, and rightofway permits. Coordinates with Planning, Building Inspections, and Fire Marshal. Ensures accurate fee calculation, collection, and reconciliation in accordance with adopted fee schedules. Maintains permit records, databases, and reporting systems; ensures compliance with records retention laws and Public Information Act requirements. Reviews complex or escalated permit applications for completeness and compliance. Compliance Oversight Oversees identifying and reporting of municipal code violations, including property maintenance, nuisances, junk vehicles, substandard structures, and environmental violations. Drafts, reviews and approves Notices of Violation, citations, abatement orders, and case files prepared by staff. Coordinates administrative hearings, municipal court cases, and contractorled abatements. Ensures proper documentation, evidence collection, and case management practices. Policy, Compliance & Interdepartmental Coordination Recommends ordinance updates, fee schedule revisions, and process improvements. Ensures compliance with adopted building codes, zoning ordinances, and state law. Prepares reports for City Council, City Administrator, and regulatory agencies. Serves as liaison to HOAs/POAs, developers, contractors, and community groups regarding permitting and compliance matters. Coordinates with Police, Fire, Public Works, and Legal on enforcement actions and special projects. Customer Service & Public Communication Provides clear, consistent guidance to applicants, contractors, and residents regarding permitting requirements and code standards. Develops educational materials, checklists, and publicfacing resources to improve compliance. Handles escalated customer service issues and resolves complex complaints. Knowledge, Skills & Abilities Strong knowledge of municipal permitting processes, building codes (IBC/IRC) and property maintenance standards. Understanding of Texas Local Government Code Chapters 54 & 214, Texas Health & Safety Code, and nuisance abatement authority. Ability to interpret and apply ordinances, codes, and regulations consistently. Skilled in workflow management and process improvement. Strong communication and conflictresolution skills. Proficiency with permitting software, GIS, and digital case management systems. Ability to prepare accurate reports, maintain organized records, and present information clearly to officials and the public. Minimum Qualifications High school diploma or GED required, construction management, planning, or related field preferred. Three to five years of experience in permitting, code enforcement, inspections, planning, or related municipal functions experience preferred. Valid Texas driver's license with acceptable driving record. Ability to obtain relevant certifications within 12-18 months, such as: ICC Permit Technician TCCA Code Enforcement Officer ICC Residential/Commercial Inspector (as applicable) Ability to pass background check and drug screening. Working Conditions Work performed in office and field environments. Exposure to outdoor conditions, animals, debris, and potentially hazardous situations. Requires walking, standing, bending, lifting to 25 lbs. and driving city vehicles.Qualifications:
