Description Navarro Research and Engineering is recruiting a JSC Air Program Manager (3858) in Webster, TX. Navarro Research & Engineering is an award-winning federal contractor dedicated to partnering with clients to advance clean energy and deliver effective solutions for complex challenges in the nuclear and environmental fields. Headquartered in Oak Ridge, Tennessee, Navarro has active programs in place across the nation for DOE/NNSA, NASA, and the Department of Defense. Key Responsibilities Lead and manage air quality and emissions compliance programs. Oversee Title V permitting, compliance, and reporting activities. Ensure adherence to federal, state, and local air regulations. Provide technical direction and regulatory interface support. Requirements Required Qualifications Bachelor of Science (BS) degree in Environmental Engineering (or Environmental Science, Biology, Chemistry, Geology, Earth Science with sufficient air program experience). Minimum of five (5) years of experience in Title V permit compliance and air quality consulting. Experience with TCEQ non-attainment area regulations. Experience with Asbestos NESHAP and ozone-depleting substance (ODS) requirements. United States citizenship.
