Full Job Description Essential Job Functions:
Conduct organizational studies and evaluations, design systems and procedures, conduct simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Conduct, compile and perform analytics, validation, and reporting of financial management data, internal controls and accounting in day-to-day financial operations.
Skills:
Analytical & Research Skills A strong foundation in analytical thinking is essential. The role requires conducting organizational studies and evaluations, meaning the individual must be able to assess how an organization functions, identify inefficiencies, and propose improvements grounded in data and observation. Systems & Process Design The ability to design systems and procedures is critical. This includes understanding workflow architecture, identifying redundancies, and developing logical process flows that improve how an organization operates. Experience with process mapping tools or methodologies such as Lean or Six Sigma would be highly beneficial. Work Measurement & Simplification Knowledge of workload analysis techniques, time-and-motion studies, and performance benchmarking. The individual must be comfortable identifying where effort can be reduced without sacrificing quality. Technical Writing & Documentation Must be able to translate complex processes into clear, concise, and actionable documentation suitable for a range of audiences. Financial Management & Accounting Knowledge Understanding of financial management principles, internal controls frameworks (such as those aligned with OMB Circular A-123), and basic accounting practices. Familiarity with government financial systems is a strong advantage. Data Analytics & Reporting Proficiency in tools such as Microsoft Excel, Power BI, or similar analytics platforms is important, as is the ability to ensure data integrity and present findings in a meaningful way. Attention to Detail & Compliance Orientation Must be capable of identifying discrepancies and ensuring that financial operations adhere to applicable regulations and standards. Communication & Stakeholder Engagement The ability to present complex analytical conclusions in a straightforward, executive-ready format is key. Organizational & Project Management Skills Solid organizational skills and the ability to prioritize competing demands effectively.
