Job Description
The Compliance Specialist is responsible for ensuring production operations operate in a manner in which Talos is compliant with all State and Federal regulations.
DUTIES & RESPONSIBILITIES
This position will report to the Compliance Superintendent. This position is an hourly non-exempt position to work a scheduled 14/14 offshore within the Gulf of America. Duties and responsibilities include but are not limited to: Lead by example with understanding of industry standard HSE and Compliance practices. Understanding of 30 CFR Part 250. Understanding of 33 CFR as applicable to fixed and floating facilities. Establishes policies and protocol to track compliance with the aforementioned Subparts of the CFR. Works with all departments to ensure effective communication of changes in regulations. Assist in the review of all Platform Hazards Analysis (PHAs). Assist Compliance Superintendent in establishing operator training requirements to ensure adequate understanding of CFR (s). This includes written procedures on how to test safety/compliance devices and documents the same. Assist in the management of Talos platform Measurement program. Investigate adequate allocation of platform production. Assist Compliance Superintendent with investigation of any NPDES non-compliance to prevent reoccurrence. Assist Compliance Superintendent and Talos Regulatory Department in generating any reports necessary to be submitted to the Federal/State governments for any Safety Device failure as per Subpart H. Assist Compliance Superintendent on responses to any Incident of Non-Compliance inspections. Communicate across production operations any "Hot Topics" that BSEE may be targeting during annual inspections. Specialists will review all BSEE inspections and submit a monthly summary for all Talos GOA fields. Be available for thorough walk downs on all production facilities in preparation for BSEE annuals. Be available for Compliance walk downs of any new or modifications to existing production process flow design. Be available to walk down any facility produced water process and propose system design/operational efficiency improvement for compliant operation.EDUCATION & EXPERIENCE
Minimum 10 years' experience in production operations Minimum of High School Diploma or equivalent.QUALIFICATIONS & SKILLS
The position demands a wide range of knowledge including platform facility maintenance, process design, regulatory compliance, and safety equipment. Ability to define problems, collect data, establish facts, and draw valid conclusions. Experience in the continuous development and implementation of platform/facility health, safety, and environmental plans/programs. Knowledge of compliance with Federal, State, Local, Company and facility health and safety related regulations, policies, and procedures. Creates strong work relationships with internal Houston office staff. Communicates effectively, both orally and through electronic media Have a strong sense of integrity and the ability to deal with ethical situations effectively. Willing to work a demanding and flexible schedule. Must be able to travel and stay offshore. Fulfill Talos training matrix.PHYSICAL REQUIREMENTS
Offshore employees must be able to consistently meet the following physical requirements for the duration of a shift (7-13 hours per day).STANDING
- Ability to remain feet in an upright position at a workstation on hard/uneven surfaces (concrete/grating/steel) without moving about. WALKING
- Ability to move about on foot on hard/uneven surfaces (concrete/grating/steel). LIFTING
- Ability to raise or lower 50 lbs.
SWING ROPE
- Must be able to transfer from boats to landing areas of the platforms during moderate to heavy seas. STAIRS
- Ability to move up and down stairs while carrying equipment.
BENDING/REACHING
- Ability to bend the spine downward and forward at the waist.
HANDLING
- Ability to hold, grasp and turn both hands with significant weight or resistance.
