    Maryland Cannabis Administration, Office of Compliance and Regulations/Division of Regulatory Affairs, Linthicum, Maryland Main Purpose of Job
  • This position will be permitted to telework up to three (3) days per week, in accordance with the State of Maryland's telework policy.
  • The main purpose of this full-time contractual position is to assist the Office of Compliance and Regulations (OCR)' Division of Regulatory Affairs (DRA), at the Maryland Cannabis Administration (MCA).
This position will assist with overseeing regulatory and compliance matters, therefore requiring the ability to understand and interpret applicable statutes and regulations concerning cannabis. This position will also provide research and analytical support to the OCR. This position will be primarily responsible for reviewing a variety of applications related to licensing, as well as to the transfers of ownership and control; ancillary business registrations; and location changes, including the review of complex legal agreements and leases. Additionally, this position will be responsible for reviewing cannabis advertising for compliance with applicable statutes, along with investigating regulatory compliance matters related to ownership and control, and developing statutory and regulatory guidance materials for cannabis businesses. Finally, this position will be responsible for conducting hearings. This position will report directly to the Deputy Chief of OCR and join a team of Compliance Analysts within OCR's
DRA. DRA
staff members work on a variety of interesting and exciting projects, including cannabis business licensing, advertising compliance, and ownership and control matters. Our team is expanding in both size and in the number of projects we are working on, as there is always something new to tackle. DRA staff members are skilled in analyzing complex business structures, contractual agreements, and ensuring that participants in Maryland's cannabis industry are in compliance with Maryland law. Therefore, we are looking for someone who has interest in working in a fast-paced environment and helping to continue the build of Maryland's cannabis industry.
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or overseeing or coordinating unit operations; or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

  • The desired candidate should possess professional experience in a regulatory compliance role(s) and/or a role(s) that requires the interpretation and application of statutes and regulations.
The desired candidate should also have professional experience working in a law firm, corporate legal department, and/or other legal setting(s) in which one's role includes substantial involvement with contract drafting and/or review. Additionally, the desired candidate should have demonstrated professional experience either drafting and/or reviewing and analyzing complex legal agreements. Furthermore, the desired candidate should possess professional experience in a role that conducts regulatory and/or administrative investigations, and/or professional experience in a role that responds to regulatory investigations within a highly regulated industry. Finally, the desired candidate should have a demonstrated commitment to public service.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
