Job Description

SUMMARY Under the supervision of the Town Manager and Deputy Town Manager, the Code Compliance Officer is responsible for enforcing commercial and residential property standards for the Town of Upper Marlboro. This position conducts inspections, investigates complaints, and ensures compliance with applicable nuisance, health, safety, and zoning codes and ordinances. The Code Compliance Officer works both independently and collaboratively to protect public health and safety, preserve community standards, and promote voluntary compliance through education and enforcement.
ESSENTIAL FUNCTIONS
Respond to and investigate alleged violations of minimum housing standards and applicable nuisance, health and safety codes, ordinances, regulations, and requirements; interview complainant and witnesses; document activities; collect photographic and other evidence of violations. Inspect single and multi-family homes, industrial and commercial buildings, and vacant lots and properties to ensure compliance with applicable nuisance, health and safety codes, ordinances and regulations, issue notices of violation, as necessary. Conduct investigations to determine the approved conditional uses of property; research ownership and take action to enforce Town ordinances. Patrol the Town to detect hazardous or unpermitted sign installations. Advise property owners, contractors, and other responsible parties of code violations and changes needed to conform with standards; conduct follow-up inspections to determine if code deficiencies have been resolved; issue courtesy notices and notices of violation. Schedule, conduct, and document abatements. Prepare appropriate notes and records to assist with possible future judicial proceedings; may testify in hearings and court cases. Perform proactive education and outreach programs to encourage community participation in code enforcement operations and reduce code enforcement violations. Coordinate activities with federal, state, and local agencies. Maintain a variety of accurate and detailed databases, logs, records, reports and files regarding inspection activities, code violations and resulting actions; prepare correspondence, documentation, routine reports and weekly status reports as required. Represent the Town on a County or State level meetings related to Code Enforcement, including being an active member of the MML Code Enforcement and Zoning Officials Association. As this position will be assigned a Town vehicle, employee must successfully complete LGIT defensive driving course and undergo an annual driving record check. Maintain a list of vacant properties and rental properties to be updated on a quarterly basis. Position does not qualify for a take-home Town vehicle. Provide a monthly report regarding code and parking enforcement activities. Must be able to testify in court when required. Assist with policy development and review. Assist with drafting ordinances. Prepare and deliver presentations on code enforcement information, recommendations, and proposed changes affecting the Town. Perform other related duties as assigned. Environment:
Work is performed in both field and office settings. Exposure to varying weather conditions, walking on uneven terrain, and interactions with potentially uncooperative individuals may occur.
Physical:
Requires mobility to conduct site inspections; ability to walk, stand, bend, kneel, and lift moderate weight; ability to operate a vehicle and office equipment; visual and verbal capacity to perform duties effectively.
MINIMUM QUALIFICATIONS
High school diploma or equivalent. An associate's degree or higher (preferred, not required). Valid driver's license.
Pay:
$20.00 - $25.00 per hour
