Job Description

Orange County has an opening for an Bureau Chief EMS Clinical, Quality, and Compliance position.
DISTINGUISHING FEATURES OF THE CLASS
The work is primarily responsible for leading and coordinating the EMS Quality Assurance/Quality Improvement program under the guidance of the Chief Medical Officer (Medical Direction), including data collection, analysis, recommendation, reporting, and follow-up related to clinical care, provider documentation, protocol compliance, and operational performance. Performs case review, root cause analysis, trend identification, and event inquiry/investigation activities. Develops and delivers individualized and system-level feedback to support provider performance improvement, documentation quality, and operational reliability. The work is performed under limited supervision of the Division Chief of EMS performing advanced administrative, analytical, and programmatic work supporting the clinical quality, compliance, documentation integrity, and system performance functions of the Orange County EMS System. Supervision is a responsibility of this class. Does related work as required. May be called to work in the Emergency Operations Center when activated. • A pre-employment drug screen, SBI background check and Fit for Duty test is required. • This is a safety sensitive position and participation in the Drug and Alcohol Program is required. Salary will be based on the EMS salary step table determined by the candidate's education and work experience. QUALIFICATIONS
Graduation from an accredited college or university with a bachelor's degree in emergency services or emergency management, Homeland Security, Public Administration or related field AND one (1) year of work experience as a certified Paramedic in an EMS system; OR Graduation from an accredited college or university with an associate's degree in emergency services or emergency management, Homeland Security, Public Administration or related field AND three (3) years of work experience as a certified Paramedic in an EMS system; OR Graduation from High School or General Educational Development (GED) test equivalency AND seven (7) years of work experience in an EMS system with at least three (3) years as a Certified Paramedic.
SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Possession of North Carolina certification at the Paramedic level, or National Registry or other State Paramedic Certification with the ability to obtain North Carolina Paramedic Certification within three (3) months through the State OEMS legal recognition process is required. Must be able to successfully obtain local practice credentialing through successful completion of the Orange County Field Training Evaluation Process within the first six (6) months of hire. Possession of CPR instructor certification (AHA and/or American Red Cross). Successful completion of ICS100, 200, 300, 400, 700 and 800. Must have the ability to attend meetings and events outside of regular business hours. All offers of employment are conditional upon successful clearance of an SBI background check, Fitness for Duty assessment, and pre-employment drug screen. Employment cannot commence until the employee has been cleared. In accordance with Section 28 of the Orange County Code of Ordinances, and/or relevant State and Federal statutes, candidates for employment may be required to undergo fingerprinting and a criminal history background check based on the job responsibilities of the position. A fingerprinting check is conducted by the State Bureau of Investigation (SBI), and a criminal history background check is conducted by an authorized Federal or State regulatory agency to determine eligibility for appointment. Employment is contingent upon successful clearance through these checks, which are mandated for certain roles depending on the nature of the job and applicable laws. Further, all offers of employment are contingent upon the satisfactory verification of your eligibility for employment, successful completion of the required pre-employment testing and/or screening, including drug testing when required and the submission and approval of all new hire documentation completion of your new hire paperwork.
