Job Description

We re seeking an experienced Business Analyst with deep expertise in HUD regulations and the Section 8 Housing Choice Voucher (HCV) Program . The ideal candidate has 8+ years of hands‑on HCV experience and a strong background in process analysis, compliance, and data‑driven decision‑making. It is a Long Term Onsite Project at New York City, NY. Responsibilities Analyze HCV program operations, workflows, and data to improve efficiency and compliance Interpret HUD regulations and translate requirements into business and system changes Develop business requirements, process maps, and documentation Support implementation of HUD initiatives (HOTMA, NSPIRE, SEMAP updates) Create reports and dashboards to monitor program performance Collaborate with program, IT, and vendor teams to ensure accurate system configuration Requirements
  • 8+ years of direct experience with HUD s HCV Program
  • Strong knowledge of HUD regulations, and Section 8 HCV operations
  • Experience with business process analysis and requirements gathering
  • Familiarity with housing systems (Yardi, Emphasys, Tenmast) and HUD tools (PIC/EIV)
  • Strong analytical, communication, and documentation skills
