Oklahoma City, OK Job Details $75,000 - $85,000 a year 10 hours ago Qualifications Contract documentation review Contract management Contract review Workflow management (operations management method) Bachelor's degree Full Job Description Under the direction of the Chief Operating Officer, the Procurement Compliance Analyst ensures that University Hospitals Trust (UHT) fulfills all legal, regulatory, and internal policy requirements governing construction procurement (State of Oklahoma Title 61) and acquisitions (UHT approved policies based on State of Oklahoma Title 74). This role serves as UHT's operational compliance checkpoint — reviewing solicitations and contracts, verifying insurance and bonding, monitoring policy adherence, and documenting conformance at defined checkpoints throughout every project and acquisition lifecycle. This position operates independently of other operational teams to provide objective oversight and is embedded within the 1CALL Cloud project management platform. The Compliance Analyst will work directly with the 1CALL Cloud development team to design and maintain workflow enforcement gates that require analyst review before any project or acquisition can advance. This is a proactive compliance function; the analyst inspects the work of project managers under T61 and T74. Primary duties include, but are not limited to: T61 —Construction Compliance:
Review all construction contracts and procurement documents prior to issuance to confirm compliance with Oklahoma Title 61 public competitive bidding requirements; verify the correct procurement method is applied for each project type and dollar threshold. Ensure all contracts include correct language, bonding requirements, insurance, and other mandatory language per Title 61; monitor open contracts for compliance with change order thresholds and board ratification requirements. Maintain a living compliance checklist tied to current Title 61 statutes, updated whenever legislation or agency policy changes; ensure project close-out documentation is complete and meets all contractual and statutory requirements. T74 —Acquisitions Compliance:
Review solicitations and purchasing documents to confirm compliance with UHT purchasing policies (based on Oklahoma Title 74 acquisition requirements) and verify that professional service agreements align with UHT standards and applicable statutory requirements. Monitor acquisitions for proper documentation, approval authority, and adherence to sole source and emergency procurement requirements under UHT purchasing policies and ensure all required content and competitive thresholds are met prior to award.Bid Review:
Ensure project managers are using correct solicitation templates and bidding procedures, and that all statutory bidding requirements are met prior to release; verify bid advertisements and direct solicitations meet public notice requirements including publication timelines. Monitor bid openings to confirm proper procedure is followed and results are documented in accordance with UHT policy; flag and escalate bid irregularities, protests, or apparent conflicts of interest to the COO and UHT leadership; maintain a complete bid file for every procurement action in 1CALL Cloud.Insurance & Bonding:
Verify that all contractors and subcontractors provide current certificates of insurance meeting UHT minimum requirements before work commences; confirm that performance, payment, and defect bonds are in place for all projects exceeding applicable thresholds. Track insurance expiration dates across all active contracts; notify project managers when renewals are required; coordinate with legal counsel when coverage gaps, lapses, or deficiencies are identified.Policy Adherence & Monitoring:
Conduct compliance reviews of all projects at defined checkpoints in 1CALL Cloud, ensuring no project or acquisition advances without required documentation; identify and document policy deviations and non-conformances; escalate as appropriate and track corrective actions to closure. Collaborate with the 1CALL Cloud development team to build and maintain automated workflow enforcement functionality that is aligned with purchasing requirements; monitor Oklahoma legislative activity affecting procurement statutes and communicate the impact of changes on UHT operations; draft policy updates and staff guidance documents in response to regulatory changes. Required Bachelor's degree in Construction Management, Business Administration, Public Administration, Legal Studies, or a related field Minimum 3 years of experience in construction procurement, contract administration, public sector procurement compliance, or a directly related role Experience reviewing construction contracts, solicitation documents, and insurance certificates Strong attention to detail with the ability to manage multiple compliance workflows simultaneously Proficiency with project management or contract management software platforms Preferred Demonstrated knowledge of Oklahoma public competitive bidding statutes (Title 61 and/or Title 74) or comparable state procurement law Experience in a state agency, public authority, university system, or healthcare organization subject to public procurement requirements Familiarity with construction management delivery methods (CM-at-Risk, Design-Bid-Build, IDIQ) and AIA contract documents Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) credential Experience working within an integrated project management system for documentation, workflow enforcement, and audit trail managementSimilar jobs in Oklahoma City, OK
