//hrmanual.calhr.ca.gov/Home/ManualItem/1/2113 Under the general direction of the Director of the Filing Compliance Bureau (FCB), the incumbent serves as the Assistant Bureau Director overseeing the Filing Division's Compliance, Validation, Detection & Analysis Program (CVDAP). This program includes the Fraud, Analysis & Detection Section (FADS) and the Compliance, Analysis & Validation Section (CAVS). The incumbent manages these areas through the use of advanced, innovative technology and sophisticated selection methodologies designed to:
Detect and prevent fraudulent claims
Protect individuals from tax related identity theft
Manage Power of Attorney (POA) workloads
Identify taxpayers and tax preparers who file false claims or under report taxes
Working through subordinate managers, supervisors, technology partners, program specialists and staff, the incumbent establishes the program's vision and strategic direction, ensuring that both sections meet revenue goals and operate within budget. CVDAP includes key functions such as fraud detection and prevention for personal and business entities, identity theft detection and support for impacted taxpayers, auditing to ensure preparer compliance, discovery analysis, POA, CTEC oversight, and the development of Fraud and Discovery policy. The incumbent also acts as an advisor to the department's Executive Officer, Governance Council, Division Chiefs, the Filing Compliance Bureau Director, and various departmental committees. This role includes making policy, strategy, and procedural recommendations to improve and expand Fraud, Analysis & Detection and Compliance, Analysis & Validation programs. Close collaboration is required with the department's legal team, Taxpayer Advocate/Executive Liaison Team, Legislative Services Bureau, and other department programs to apply, evaluate, and maintain filing regulations, rules, procedures, and publications affecting taxpayers. As a strategic IT business partner, the incumbent works closely with technology management to support major business objectives, including Case Management (Return Analysis and Taxpayer Folder), MyFTB, and the Fraud Data Mart. Working Conditions This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.
